UNCF – the United Negro College Fund – the largest minority higher education assistance organization in the United States seeks a Vice President of Advocacy. The Vice President of Advocacy, a visionary strategic thinker with passion, drive, and creativity, will work together in a dynamic, congenial team environment to set the strategic direction of UNCF’s advocacy efforts. In this role, the VP will create lasting change within the K-16 educational landscape at the system and policy levels, with a focus on coalition and capacity building. This includes driving sustainable education reforms that benefit students by empowering parents and communities to demand improvement. The VP of Advocacy will help UNCF ensure that through its advocacy efforts more African American students will be college ready, and better prepared to enroll in and complete college.
Key Responsibilities
The VP of Advocacy oversees UNCF’s advocacy platform, which includes three major components: 1) National Advocacy Strategy, 2) Government Affairs, and 3) Place-based advocacy efforts.
National Advocacy Strategy
- Identifies specific issues that need to be addressed in the K-16 educational landscape across the country and opportunistically identifies states / cities where UNCF’s involvement would add value to the dialogue
- Develops and manages strategic partnerships at the national and local level. Forges coalitions with community leaders, civil rights organizations, federal and local governments and other alliances
- Monitors legislation and elected officials at the national, state and local levels
- Identify potential sources of foundation and government grants to support the development of the advocacy platform and develops proposals to secure funding
- Collaborates with the VP of Marketing on the creation and dissemination of advocacy messages and training events to ensure it is consistent with the overarching UNCF brand
- Collaborates with the SVP of Academic Affairs and the ED of Patterson Research to develop relevant research to highlight key barriers facing African-American students in the K-16 landscape; and collaborate with other senior leaders to deploy UNCF’s full suite of programmatic offerings
- Serves on local education related boards to expand/support UNCF advocacy partnerships and potentially serves as a proxy for President and CEO on specific boards
Government Affairs
- Provides strategic insight and support to UNCF’s government affairs work
- Develops and oversees a K-12 and post-secondary policy agenda to advocate for the needs of UNCF and its stakeholders (e.g., Title IIIB, Pell grants, school choice, teacher quality, testing, curriculum standards)
- Responsible for the formulation of legislative agenda/activities for the department, including coordination of legislative and regulatory actions, and overall management of departmental operations
- Develops, implements and analyzes strategic legislative initiatives to influence educational policy in accordance with UNCF’s position
- Oversees legislative and regulatory actions with UNCF Government Affairs staff, Government Affairs Committee and General Counsel
Place-based Advocacy
- Develops outcomes-based parent advocates by providing information and empowering the community to become more engaged in education reform efforts
- Oversees the development of local coalitions, the implementation of UNCF program content and the dissemination of research and messages on the local level
- Manages local Community Engagement staff in the implementation of place-based advocacy strategy
Experience/Qualifications
The ideal candidate will be a collaborative individual with significant leadership experience. S/he will have an entrepreneurial spirit and be comfortable dealing with the ambiguity and challenges associated with a newly created position.
- Superior communication skills, with the ability to summarize information and connect with a variety of audiences
- Clarity and persuasiveness in written and oral communications with a high comfort level with current electronic media
- Solid knowledge of Washington, DC’s institutional and political environment with proven ability to develop strategic relationships
- Ability to work on a bipartisan basis and accomplish policy goals
- Demonstrated ability to work easily and effectively with a wide range of people, including elected government officials, state and federal regulators, corporate leaders, citizen activists, parents and volunteers
- Successful track record of articulating, evaluating, measuring, and reporting goals and successes/areas of improvement
- Well-honed strategic thinking skills with the ability to be flexible and adaptable
- Capacity to successfully manage many projects/responsibilities simultaneously and earn respect from multiple parties
- Significant leadership experience. Track record for attracting, motivating, and developing a high performing team
- Ability to skillfully avoid appearance of political partisanship
- Track record of planning and executing national political campaigns
Education
An undergraduate degree is required. An advanced degreed is highly desirable
