VP Public Affaiirs & Real Estate

The Location:

Our client's headquarters are located in a major metropolitan city of the U.S. This position is located at one of its major divisions in a relatively more desirable suburban community of Southern California with proximity to a variety of social, recreational, and cultural facilities plus a solid base of commercial and transportation services.


The Position:

As a key member of the management team and reporting directly to the division president, the Vice President & Director of Public Affairs & Real Estate will assume significant responsibility for strategic and tactical decisions about site location, entitlements, design, budgeting, construction and/or acquisition of real estate assets.


The Specific Responsibilities:

The person we seek will assume complete responsibility for all government relations plus existing and proposed real estate assets for the entire Southern California Division, including the following accountabilities:

1. Manage existing real estate assets to secure cash flow; minimize site lease, real estate, and public affairs expenses; employ capital monies for new construction and acquisitions; and maximize value of assets in condemnation. Prepare monthly & quarterly reports.

2. Oversee Southern California Division real estate & public affairs/legislative matters, including policies, and procedures to protect the existing real estate inventory; and to effect laws and public sentiment that is friendly to the company/industry. Prepare quarterly Public Affairs and Risk Reports, strategizing on current issues and developing political and community relationships campaigns.

3. Monitor and manage litigation relating to legislation and other public affairs matters, including managing outside counsel, strategies, and costs.

4. Coordinate with legal counsel in all matters involving restrictive zoning, takings, lease contract violations and other legal issues.

5. Interface with industry associations and competitor companies on public affairs and legislative matters affecting the entire industry.

6. Maintain consistent communications with real estate and public affairs department to effectively share ideas with the parent company and sister divisions.

7. Win support of programs from various government and community entities consistent with company goals and objectives, while thwarting obstacles to those goals and objectives.

8. Monitor state and local ordinances affecting the company and/or the communications industry.

9. Identify, assess, and counter special interest groups that threaten the industry.

10. Attend and/or appear before Southern California governmental meetings as appropriate.

11. Advise management of any self-promotion programs, gifts, contributions, media events, or similar topics.

12. Respond to any community complaints.

13. Manage negotiations for favorable lease terms and cost control.

14. Work with other departments such as sales, marketing, finance, and operations to target opportunities, set real estate goals, and evaluate legal/governmental issues.

15. Assure compliance with all applicable legal ordinances and regulations.

16. Provide counsel to branch locations with emphasis on zoning, governmental and lessor relationships, lease costs, and other factors relating to real estate operations.

17. Manage the resolution of lessor complaints and problems.

18. Work with corporate representatives and insurance carriers as applicable in matters involving company liability (relating to real estate).

19. Set targets and standards for rent reductions, site acquisitions, take-downs, and new construction.

20. Hire, train, motivate, discipline, and otherwise supervise employees within the Southern California real estate and public affairs departments.

The Background and Experience Required:

At least 5 years of documentable public affairs and real estate experience, preferably in charge of the entitlement process for a real estate development firm doing business in Southern California; manifesting the ability to read and interpret complex legal and technical documents.

Self-starter, tenacious, willing to tolerate rejection, polished and professional, honest, superior interpersonal and communication (oral and written) skills, good analytical and organizational skills, proficient at getting appointments, politically savvy, with the ability to select and build an effective team, and to inspire the same excellence in others.

The Preferred Education:

A four-year college degree is preferred. An advance degree and/or a real estate license are not require, but would be viewed favorably.
