State Relations - Director

The Director of State Relations within the Office of Public Policy is responsible for protecting and enhancing the firm's interests with respect to legislative, regulatory and political matters in state and territorial jurisdictions within the United States. This individual serves as the firm's representative to the state-based profession public policy coalition, working closely with individuals within the firm, across the profession and elsewhere with a demonstrated interest in profession matters.

Responsibilities

Position requires considerable experience in client representation and issue advocacy at the state level, review and analysis of legislation and regulations, and preparation of related materials. Significant U.S. based travel and operational autonomy is involved. Excellent judgment is essential. Primary duties and responsibilities include the following:

Provide leadership within all the states for issues affecting EY and the accounting profession.
Identify (legislative and regulatory) issues and provide political insight and strategy.
Participate in coalition strategy and planning sessions. Serve as the face and voice of the firm for state coalition activities with special focus on EY coalition-assigned states.
Coordinate the agenda and issues strategy for coalition-assigned states. This includes working with leaders of major accounting firms within jurisdictions, state CPA societies and other organizations.
Represent the firm in various profession, political and stakeholder organization activities.
Communicate with and assist all EY partners engaged in profession coalition activities in the states.
Develop grassroots strategy and engage third party stakeholders.
Coordinate EY participation in the state-based outreach efforts to federal legislators.
Provide expert insight and analysis of state legislation and regulation affecting profession. Work closely with EY personnel to assess impacts and develop strategies. Leading issues have included CPA licensing requirements, professional liability, personnel mobility, scope of service restrictions, forms of professional organizations, and state regulatory structures.
Responsible for interactions with state boards of accountancy and other state-based organizations of importance to the profession.

 

To qualify, candidates must have:
a bachelor's degree in Political Science and/or related degree; law degree and/or equivalent work experience preferred; JD or CPA preferred
approximately 10 years of political/government experience
a thorough understanding of state government entities (including the gubernatorial, legislative and regulatory branches)
experience advising/influencing senior-level policy makers/executives
strategic thinking skills and experience addressing complex challenges
ability to work independently and in consultation with others but with minimal direct supervision
excellent communication (oral and written) skills
financial services industry experience preferred
