Position Description
Provide legislative and regulatory policy research and analysis in support of efforts to develop and implement state-based reimbursement political advocacy strategies that influence legislative, regulatory and administrative decision making for issues and opportunities including, but not limited to, Medicaid and Workers' Compensation that obtain and/or sustain coverage, an adequate level of payment and patient access for all Neurological products and therapies.
Position Responsibilities
Track and analyze state legislative, regulatory and fee schedule activities which could impact patient access to Neuromodulationl products and therapies. Develop, implement and maintain comprehensive early warning tracking system for all state legislative, regulatory and fee schedule activities. Develop, execute and maintain a grassroots advocacy program to recruit physicians/clinicians, patients/caregivers and facility representatives to voluntarily advocate on behalf of preserving or expanding patient access for Neurological products and therapies. Manage all day-to-day program activities. Provide legislative, regulatory, fee schedule and policy research and analysis in support of efforts to develop and implement state-based reimbursement political advocacy strategies for state government issues and opportunities. Maintain critical expertise in Medicaid and Workers' Compensation policy and payment issues and initiatives, and maintain database inputs on coverage policies, treatment guidelines and fee schedules. Partner with all Reimbursement functional areas (field organization, reimbursement policy and planning, coding hotline, etc.) to support the accuracy of coding, coverage and payment information provided to the customers (physicians, facilities, ASCs, etc.). Work collaboratively with other neuromodulation functional areas (sales, marketing, clinical, etc.) to develop and execute advocacy strategies. Attend and represent Neuromodulation SGA at various professional society and patient advocacy group conventions, as requested. Attend various related state policy conferences (including work comp and Medicaid), monitor and report learnings back to team. Monitor and track all relevant state laws, rules and requirements related to lobbying and political giving, and coordinate with Corporate SGA to ensure compliance. Adherence to Medtronic Code of Conduct. Additional responsibilities as requested.
Basic Qualifications
Education: Four-year degree in public health, health policy, health service research, business or related discipline.
Experience:
Five-seven years experience in government or business/medical/hospital/insurance industry. Three-five years state-based government, government affairs, lobbying, political or public policy experience.
Desired/Preferred Qualifications
Masters or advanced degree in business, health care administration, public health or public policy. Demonstrated ability to develop and implement strategic relationships and communicate concepts with key influencers. Strategic reimbursement policy or reimbursement planning experience in device or pharmaceutical industry. Ability to work effectively in a highly matrixed organization. Knowledge of managed care and/or insurance industry. Self-starter. Excellent communication skills - written, verbal, and interpersonal. Active listener. Excellent presentation skills.
