State Government Relations Director - Western US States

State Government Relations Director - Western US States

- Area of responsibility:  AK, AZ, CA, CO, HI, ID, LA, MT, NW, NV, OK, OR, TX, UT, WA, WY

- The role is to be located on the West Coast (Northern California strongly preferred)

- Reporting to: Vice President, Government Relations and Public Policy

Responsible for:

  • Direct activities with state legislators, regulators and health agency personnel in a multi-state geographic area of the US to ensure patients' needed access to therapies, optimize Celgene's. business environment and earnings potential, and secure reimbursement for Celgene products,
  • Analyze and monitor proposed state legislation and/or regulations in his/her multi-state territory that would impact Celgene's business interests (e.g., drug repositories, drug disposal programs, sales and marketing restrictions, product importation, price controls, counterfeiting, and electronic processing.)
  • Communicate directly with company stakeholders on state government affairs and legislative issues relating to Celgene's business interests.
  • Develop and maintain strategic relationships with elected state officials, legislators, regulators and state agency officials.
  • Recommend and develop prudent courses of action based on his/her complete analysis of legislative proposals that are of major consequence to Celgene and, as appropriate, execute direct lobbying activities with legislators and health agency staff. In cases where industry positions would be counter productive to the company's proprietary interests, the incumbent is responsible for communicating to senior management the industry position so that independent courses of action can be fully established.
  • Monitor and analyze state pharmaceutical assistance programs and their impact on Celgene Patient Assistance Programs and patient education and awareness.
  • Secure and protect access for Celgene products via State Medicaid.
  • Be an active member and represent Celgene on relevant regional/state legislative and other trade association task forces that are organized under the auspices of PhRMA, Biotechnology Industry Organization (BIO), BIOCOMM, and California Healthcare Institute (CHI) and maintain strong working relationships with these trade association partners.
  • Promote Celgene as a leading biopharmaceutical company specializing in oncology products that can be a first-tier resource with elected public officials, patient advocacy groups, medical and business organizations that have major influence in the development of prudent healthcare policy.

 

Experience & Knowledge

  • At least ten years in Government Affairs (pharmaceutical industry preferred) or equivalent lobbying experience
  • Strong relationship-building skills

  • Strong written and oral communications
  • Able to assess situations and recommend plans of action positively impacting our patients and Celgene stakeholders
  • Understanding of states' political environment
  • Understanding of government payers, particularly Medicaid
  • Awareness of State Pharmacy Assistance Plans
  • Understand role and impact local and national trade associations
  • Minimum - Bachelor's Degree
  • Preferred - Master's Degree or other post-graduate degree
