Sr. Director, International Public Affairs - Asia-Pacific-Canada

The Sr. Director, International Public Affairs - is Asia-Pacific-Canada responsible for setting objectives and developing and executing strategies to anticipate and shape external change for the countries outside of Europe in the developed world; i.e. Canada, Japan, Korea, Australia, and New Zealand. The Sr. Director provides public affairs leadership and operates as single point of public affairs accountability for countries in this region, identifying priority policy opportunities and mobilizing public affairs capabilities, resources, and people to support commercial objectives in this area. He or she directs a team that develops, guides and oversees execution of regional and country-specific public affairs strategies to maximize BU's commercial success and reputation in-region.

The Sr. Director will:

* Maintain a clear focus on the priority commercial issues that present major opportunities or threats to these markets over the short, medium and long term.

* Ensure strategic alignment between global, regional, and country public affairs strategies

* Ensure that members of country public affairs operations have the necessary capabilities, training and skills.

* Understand and earn the respect of key external stakeholders.

* Competently manage his or her team, emphasizing collaboration and development of people.

The Sr. Director will work with Pfizer business unit leaders at the global, regional and market-level, business unit public affairs, other public affairs and policy staff in NYHQ and the market access/public affairs units in the countries, and with other functions to:

* Identify key challenges and opportunities for the countries in the ex-Europe developed world in the short, medium and long term.

* Assess the business impact of these challenges and opportunities, bringing the organization to consensus on prioritization from a one-Pfizer perspective.

* Lead the development of strategies to address these priorities, setting clear, measurable goals for each of these priorities, including timing, while maintaining a focus on outcomes rather than activities.

* Develop and lead the execution of strategies at the above-market level, in coordination with the international strategic alliance, stakeholder engagement, and international public affairs teams.

* Provide direct support, as needed, to the ex-Europe markets in the developed world, creating and implementing strategies for identified priorities.

* Manage and oversee direct reports with therapeutic area and market lead responsibilities in Canada, Japan, Korea, Australia, and New Zealand.

* Coordinate approach to strategies affecting more than one market, and liaise appropriately and collaborate effectively with other parts of Pfizer.

* Plan and implement organizational development, advising the VP, International Public Affairs and business unit heads on resource and capability needs.

* Lead the ex-Europe developed world's approach to gaining and measuring the trust of key external stakeholders.

* When required, create alliances with other pharmaceutical companies, business organizations, and patient and consumer organizations to help implement strategies and reach key objectives.

* Provide support to country and regional BU leaders and indirect support to worldwide business unit heads on all external environment issues in ex-Europe developed markets.

* Dotted line management responsibility for in-market public affairs heads in ex-Europe, in close coordination with country leads, and regional and worldwide business unit heads.

* Help develop and implement the overarching vision, strategy and operating plan for International Public Affairs

* Anticipate trends in external environment that will impact Pfizer and develop plans to address

* Deliver continuous improvement in safety, timelines and financial efficiency

Qualifications

* Minimum 12-15 years experience combined in public policy, government relations, or corporate affairs.

* Experience in the pharmaceutical or heath care industry is preferred; international trade and intellectual property knowledge is preferred.

* Education: Bachelor's degree required. Advanced degree strongly preferred.

* Outstanding oral and written communications skills are essential.

* Must have an established track record of coalition building in complex environments.

* Proven experience in preparing and implementing strategic and tactical plans a must.

* Should be well organized, highly motivated, innovative and process driven with regards to problem solving.

* Must be able to work 1) under pressure, 2) independently and in a team environment, 3) with all levels of the organization and government officials.

* A significant amount of international travel required.

* The candidate must be flexible and innovative in providing support to markets across time zones.
