NACCRRA
is the national non-profit network of over 700 Child Care Resource and Referral
(CCR&R) agencies. Located in almost every state across the United States,
CCR&Rs provide families, child care providers, and public and corporate
leaders with information, training, resources, and critical data about child
care in their communities. The Senior State and Local Policy Advisor will track,
summarize, analyze, and disseminate state child care policies to NACCRRA's
members and to the child care community. In addition, the Senior State and Local
Policy Advisor will collaborate with other Departments and NACCRRA staff as
necessary to fulfill the work and agenda of the Policy, Public Affairs and
Evaluation Department.
Requirements: Bachelor of Arts degree and
exceptionally strong writing and organizational skills. Preferred experience: at
least five years working -- in a national association representing state groups,
a Congressional office, or an advocacy organization related to human services or
education. Extensive skills with Microsoft office products; excellent
communication skills, both oral and written; attention to detail; strong
multi-tasking skills; excellent interpersonal skills; and the ability to work
both as part of a team and individually while meeting deadlines in a fast-paced
environment. Willingness and ability to travel and to train member agency staff
in advocacy strategies.
General Duties and Responsibilities:
1.)
Assist in developing NACCRRA's policy agenda, legislative strategies and
planning, and participate on behalf of NACCRRA in policy coalition meetings,
particularly those engaged in improving the quality of child care.
2.)
Work with NACCRRA's network to develop and implement a plan for state and local
advocacy to help improve the quality of child care and develop a system of early
care and learning throughout the United States.
3.) Develop and implement
advocacy/sustainability training to help Child Care Resource & Referral
Agencies (CCR&Rs) further strengthen their ability to impact policy at the
federal, state, and local level.
4.) Work with target states on a
grassroots advocacy strategy integrating advocacy and communications initiatives
consistent with NACCRRA's grant-funded endeavors.
5.) Work with targeted
states in implementing and maintaining on-line action centers and coordinating
with NACCRRA's Parent Engagement staff with regard to social networking to
expand grassroots advocacy within states.
6.) Maintain relationships with
partner organizations such as the National Governors Association, the National
Conference of State Legislatures, the National League of Cities, and others, and
exhibit NACCRRA materials at partner organization conferences.
7.)
Participate in coalition meetings, briefings, and conferences.
8.)
Develop, research, and write policy analyses, fact sheets, position papers and
other resources to support NACCRRA's advocacy efforts, including materials
suitable for NACCRRA's web site and action center.
9.) Work with the
Department on preparation for NACCRRA's annual Policy Symposium (national
conference).
10.) Work with NACCRRA staff to provide helpful information
to parents as well as help parents understand how they can make a difference by
getting involved in the policy-making process.
