Senior Policy Analyst (State)

The Senior Policy Analyst will work to advance ZERO TO THREE's state policy priorities, conduct research and develop written materials for states, track promising state and community system building efforts, provide technical assistance to and facilitate learning communities among states, and contribute to the overall work of the Policy Center. 

Essential Duties and Responsibilities

 

  • Work with the Assistant Director of Public Policy to:
    • Conduct research on state systems for young children and their families through written materials, web resources, and telephone interviews.
    • Draft policy briefs, memos, web resources, and tools to assist states in advancing policy issues.
    • Track and monitor promising state and community system building efforts related to ZERO TO THREE's state policy priorities., including writing state updates for the bi-weekly electronic policy and advocacy newsletter (Baby Monitor)
    • Provide written, telephone, and in-person technical assistance to state policymakers and state teams.
    • Facilitate learning communities among states working on similar issues through policy-related meetings, conferences, and follow-up activities.
  • Garner visibility for ZERO TO THREE and infant and toddler policy issues through presentations at conferences and meetings.
  • Contribute to grant proposals and reports to funders.
  • Contribute to the overall work of the Policy Center.

 

Skills and Experience

 

  • Knowledge of state early childhood systems, policy issues, and programs.
  • Knowledge and experience in one or more of the following areas:  early care and education, family support, infant mental health, or early intervention.
  • Strong preference for experience working at the state level in a policy position
  • Minimum of five years relevant work experience.
  • Excellent oral and written communication skills.
  • Strong organizational skills and the ability to manage multiple responsibilities effectively.
  • Strong interpersonal skills.
  • Ability to travel, including occasional overnight stays.

 

Education

 

Master's degree in public policy, social work, early childhood or a related field
