I. POSITION SUMMARY: The Senior Manager, Government Affairs and Public Policy serves as the regional state lobbyist for Forest Laboratories, Inc., coordinating efforts with federal PP&GA senior management, legal and - when appropriate - PharmacoEconomics, Clinical, Managed Markets, product teams and other internal and external resources to address state regulatory and legislative threats and opportunities.

II. PRIMARY JOB RESPONSIBILITIES:
1. Work with internal customers to identify the issues, threats and opportunities of concern then create state plans to address these issues:
o Evaluate the risks and opportunities related to the specific state legislative and regulatory issues
o Recommend strategies related to each issue and create tactics to implement these strategies
o Seek agreement with strategies from senior management, Legal, Regulatory, Medical, Compliance, Sales, Marketing and Managed Care as appropriate
o Clarify budget/resource needs to implement plans:
· Identify and retain local lobbyists/consultants where appropriate
· Create, amend and track state legislations and regulation; analyze the impact of proposed or implemented changes on the business:
· Draft legislation or amendments to existing legislation or legislation which reflects Forest's strategic plan
· Identify potential allies and opponents to legislative strategies and language
· Seek senior management, Legal, Regulatory and Compliance review as necessary as well as Medical, Managed Markets, Marketing and Sales.
2. Support efforts of Managed Markets, Marketing, Medical, PE and others addressing state Medicaid:
o Work with team to create a business plan to address the key threats and opportunities in the target states
o Build advocacy coalitions and grass roots efforts
o Coordinate efforts where appropriate with professional associations
o Monitor state activities for impact on competitors and highlighting the potential opportunities for Sales and Marketing. Provide monthly summaries of these opportunities, but also notify internal customers by e-mail when changes are published.
o Work with brand teams and Managed Markets to create material to be used with state legislators, regulatory bodies and other agencies
3. Create educational programs for sales force and brand teams to better understand the administrative, regulatory and legislative process which impact Forest's ability to do business in a state.
Highlights the trends in states which may impact the role of the sales force and Forest relationship with it customers
Share, where appropriate, the company's goals in the state
o Identify the key legislative and budgetary issues which may impact sales and access
4. Work closely with Compliance to ensure that all work products meet guidelines and report activities on the designated forms to ensure that any reportable time is listed so it can be captured on federal and state lobbying reports.
5. Support the activities of Managed Markets, Marketing and sales in creation of new strategies to obtain appropriate reimbursement for new and mature products.
-Identify potential resources to help the team better understand the issues driving reimbursement issues
-Where feasible engage legislators or senior state policy makers
III. ADDITIONAL JOB RESPONSIBILITIES:
1. Work with PE, Medical, Managed Markets and PP&GA staff to create tools for use primarily in government markets.
o Educate policy makers and legislative staff on Forest's business, as well as the impact government policies and legislation has on patients
o Offer solutions to issues which may be facing states and departments which address needs without adversely impacting access and appropriate patient care.
2. Serve on internal teams to provide expertise and data to assist in the development of brand and corporate objectives.
3. Facilitate a better understanding of state regulatory and legislative issues by developing and executing training for the home office and field sales team.
4. Establish and maintain effective relationships with peers and all cross-functional team members to support brand and corporate strategies and objectives.
5. Manage external and internal consultants, databases and other resources to ensure they do not exceed the budget. Ensure that all internal and field staff who need access to the databases receive adequate training and updates as needed.
IV. POSITION QUALIFICATIONS:
Education: Bachelors Degree in business, marketing or public policy. An advanced degree in law, public policy or public health is a plus.
Experience: 10 or more years experience in the healthcare or health policy arena working in state or federal government affairs with experience dealing with state regulatory issues and Medicaid FFS. Experience with legislative and regulatory policy development and execution is necessary. Pharmaceutical industry experience is preferred.
Licensure/Credentials: Future registration as a lobbyist in designated states.
Knowledge, Skills, and Abilities:
· Excellent written and verbal communication skills
· Comfortable dealing with ambiguity
· Good analytical skills and the ability to read, understand and communicate complex regulations and legislations to senior staff. Able to write legislation and regulations in the healthcare arena.
· Strong organizational skills; able to multitask effectively and meet deadlines
· Ability to identify new allies and organizations within and without government who may be able to favorably impact Forest
· Understands the issues facing advocacy groups and respects their need to maintain integrity and independence
· Solid understanding of the rolls PharmacoEconomics, compliance and legal decisions have on the industry
