Takeda Pharmaceuticals North America has built a solid foundation on successful products, principles, people, and research. We currently have the following position available in Washington, DC: Senior Manager, Federal Government Affairs.
OBJECTIVES:
Establish presence and showcase company leadership with relevant Congressional science/regulatory and healthcare committees to advance commercial and R&D therapeutic goals and opportunities. This position will execute strategic and tactical plans to lobby Congress and relevant agencies on therapeutic issues to support current and pipeline products. This individual will expand and maintain a network of Congressional and key health policy thought leaders to augment positive relationships on issues aligned with business goals and objectives. As a member of the Government and External Affairs department, this position will work in close collaboration with Federal and State Government Affairs, Public Policy, External Affairs and other relevant internal functions to build on resources and enhance Takeda presence with policymakers.
ACCOUNTABILITIES:
- Identify, analyze and monitor draft, pending, and enacted bills and key legislative, social, political, regulatory, and economic trends and other emerging issues related to FDA policy and Takeda's on market and pipeline assets
- Represent Takeda's interests before Members of Congress, staff, Executive branch and federal agency officials in support of the FGA team and business objectives.
- Stay apprised of business goals and strategies in order to assess impact to Takeda from federal legislative, executive, and regulatory activities. In coordination with internal government affairs colleagues, consult with appropriate business, research and development and other corporate personnel in making such determinations, providing recommendations for formulation of action plans.
- Execute proactive policy and strategic plans to advocate for legislation and federal agency actions for both corporate and business/product specific initiatives.
- Provide leadership and active participation in Wash Reps, Science and Regulatory staff-level work groups at PhRMA and other associations.
- Provide timely, relevant legislative and regulatory issue briefs, develop effective presentation materials for various internal functions and assist in formulating company position on emerging legislative & regulatory priorities.
- Work in collaboration with corporate and external affairs advocacy positions to implement association and coalition strategies.
- Manage selected pharmaceutical legislative and regulatory issues and product-specific projects.
- Collaborate with home office and business units for input on critical issues and involve appropriate executives to advance Takeda's positions with policymakers.
Qualifications:
EDUCATION, EXPERIENCE, KNOWLEDGE AND SKILLS:
- Bachelor's degree required. Graduate degree (business, legal, health policy preferred)
- Minimum 6+ years experience in federal government affairs, public or health policy, and/or public affairs in positions of increasing responsibility and experience, preferably in pharmaceutical/health care industry. Trade association, federal agency, lobbying and/or Capitol Hill experience required.
- Demonstrated experience with legislative, regulatory and administrative processes.
- Proven contact network, involvement and success in advocating or the development of federal legislation/regulation and strong knowledge of the processes. Must have current familiarity with federal legislative and other public policy issues confronting the pharmaceutical industry and the FDA.
- Experience including understanding of the Food and Drug Administration, Federal healthcare programs - i.e. Medicare/Medicaid, VA, and DOD is important and preferred.
- Established relationships with members of health care, legislative, regulatory, and policy community including relevant Congressional committees, staff and federal agencies.
- Able to effectively interact with policymakers, executives and possess outstanding written, verbal and presentation skills to synthesize complex issues and persuasively articulate specific actions and initiatives quickly is essential.
- Team player in collaborating, supporting and implementing department and function initiatives to advance company agenda.
TRAVEL REQUIREMENTS:
- Ability to drive to or fly to various meetings, conferences or client sites, including overnight trips.
- Requires approximately 20 % travel.
