Provide guidance and support for Target and its subsidiaries by utilizing your expertise in Law, Government Affairs or Brands. Use your knowledge to assist and direct our business, and interpret the laws that govern Target stores, Distribution Centers and corporate locations.
You will be responsible for federal issue management and execution of advocacy strategies for Target's public policy agenda, with particular focus on proactive issue promotion and relationship building. The position represents Target to elected officials, regulatory agencies, and external trade associations and coalitions to advocate for and against legislation and policies that impact the company. Also responsible for communicating with subject matter experts and internal partners about legislative developments and work to develop strategy, and guide and refine the Target story for a federal/Washington, DC audience.

- Proactively identify key public policy issues and emerging trends at the federal level.
- Establish, develop and maintain a network of key members and staff in Congress, agencies and the Administration, and trade associations to advocate on Target's behalf on policies that could influence the growth and competitiveness of the company.
- Communicate the impact of proposed and pending legislation and law on Target to policymakers and seek to shape policy during the legislative process and regulatory processes, such as Notices of Proposed Rulemaking.
- Work as part of internal team to develop federal legislative strategy and priorities. Work closely with trade associations and consultants on development and execution.
- Manage issues with internal subject matter experts including determination of impact to Target and mitigation or enhancement strategies for proactive outreach to key Members of Congress and/or federal agency representatives.
- Develop lobbying materials for distribution on Capitol Hill on priority issues. Draft talking points, congressional testimony, advocacy letters, and other background materials as needed/directed.
- Draft communications, presentations, and briefings to inform subject matter experts and internal partners on important developments in Washington and in preparation for senior executive meetings with policymakers.
- Communicate with internal partners and compliance teams to ensure awareness of new laws and regulations impacting the company.
- Support relationships with trade associations through meetings, conference calls, and coordinated lobbying efforts to serve as a resource for information on Target positions and priorities.
- Provide timely responsive and proactive information regarding Target's public policy positions and innovative initiatives.
- Establish and maintain regular communication with relevant Target executives, subject matter experts, and internal partners on federal legislative and regulatory activity. Ability to work collaboratively with internal teams to determine need, cadence, and establishment of status meetings.
- Responsible for arranging and leading subject matter experts and internal partners to tell the Target story to Members of Congress and staff, the Administration and federal agencies.
- Closely communicate with the State & Local Government Affairs team to coordinate efforts and maintain awareness of state and local public policy priorities.
- Help to manage Government Affairs research assistant and interns as necessary
Requirements
- College graduate
- 4+ years relevant professional experience, in Government Affairs and/or experience working in Congress, federal agency or executive branch
- Knowledge of the political process at the federal level
- Proven problem solving and analytical skills, excellent written and verbal communication abilities
- Ability to develop and execute legislative strategy with a successful outcome for the company
- Ability to lead and develop people
- Excellent relationship building skills both internally and externally. Ability to work collaboratively with teams and positively influence all levels within the company
- Ability to identify and manage public policy issues by working with internal and external contacts while managing ambiguity, and risk
- Effectiveness at prioritization, organization, time management, and ability to meet tight deadlines on multiple projects
