Director of Policy & Research
The policy & Research Director will be responsible for overseeing and administering research in the areas of economic, educational, social and health policy. The incumbent will collaborate with other Government Ministries to ensure policies are considered and reflected in the official and unofficial roles including planning, program development, speeches, events, correspondence and decisions.
The Role
  • Ensure that Qatar's vision, goals and policies are identified, referenced, reflected and articulated in priorities.
  • Establish networks and engage with other Ministries and department to ensure accuracy, alignment, coordination and integration of policy with long term objectives.
  • Facilitate access to the appropriate Ministries and external advisory boards as a resource for information and consultation.
  • Write policy briefs with regards to specific policies in thematic area that is relevant to the department or to provide opinion to key stakeholders.
  • Ensure proactive research summaries to the leadership regarding emerging issues or relevant topics for plans, programs, initiatives, communication and decisions.
  • Write research briefs on topics relevant to the department ongoing and upcoming activities (invitations, speaking, arrangements, fundraising events, financial support requests).
  • Identify, assess, procure and update leading technologies, publications and periodicals, research tools and databases to enable fast and substantive research, abstracts and statistics on relevant office topics.
  • Authorise purchases of research support tools and other-related software and databases.
The Requirements
  • Masters Degree in Public Policy, Public Administration and International Relations.
  • Minimum of 10 years experience with at least 3 years in senior level or management role in complex organization (UN and similar).
  • Knowledge of research methods, technologies, tools, and resources for conducting original and secondary research.
  • Ability to build sustaining relationships with various senior leaders and officials from across Qatar governmental entities/ministries.
  • Ability to perform various assignments simultaneously with changing priorities in a high-pressure environment and meet multiple deadlines.
  • Ability to lead, manage, mentor and develop junior staff.
  • Ability to read, write, and speak Arabic and English is a bonus, but not mandatory.
  • Knowledge of economic, educational, social, and foreign policies of Qatar and the organization of the Qatar Government.
