PAC Manager

This position manages Raytheon's political activities, which include the Political Action Committee (PAC) and corporate political contributions. This position resides in Raytheon's Government Relations organization in Arlington, Virginia. 

The PAC Manager is responsible for the continued growth of Raytheon's PAC (RAYPAC), from strategy formulation and program implementation to account management, solicitations, and donor recruitment.  The Manager coordinates events, represents Raytheon at RAYPAC-hosted events/programs, and is responsible for planning and supporting the annual fundraising campaigns for each of the six businesses.  The PAC Manager also serves as Assistant Treasurer of the PAC.

The major responsibilities of this position include, but are not limited to, the following:

  • Manage a $1.6 million PAC operation and staff to ensure sound financial practices, to include the recording and collection of receipts and disbursements, compliance with applicable federal, state and local election laws, and all required reporting with the Federal Election Commission (FEC) and other applicable agencies. 
  • Develop corporate political strategy in conjunction with senior leadership, PAC Steering Committee members, and the Government Relations team.
  • Develop annual PAC budget and make recommendations of support for local, state and federal candidates, as well as corporate political contributions.
  • Draft and execute all RAYPAC-related communications, including all solicitation materials, website content, social media, newsletters, invitations, presentations, talking points and other materials as needed.
  • Present PAC in and through multiple mediums, including to senior leadership, broad-based employee forums, on video and in print.
  • Develop and implement innovative marketing and solicitation programs to secure new members and retain existing ones.
  • Plan meetings and events for the PAC, such as fundraisers, political receptions, and educational events. 
  • Manage the RAYPAC Steering Committee, by-laws, and other governance issues. 

Requirements

  • Experience in fundraising or working on a Political Action Committee.
  • In-depth understanding of political and legislative processes, to include good political instincts and acumen.
  • Working knowledge of local, state and federal requirements for political activity disclosure and reporting, to include FEC laws and filing requirements.
  • Strong verbal and written communications skills, and comfort interacting directly with corporate executives.
  • Team player with strong persuasion skills who is a self-starter, passionate about his/her work and innovative in solving problems, overcoming challenges, and achieving goals.
  • Ability to manage staff, foster positive teamwork, and exercise sound judgment.
  • Experience managing multiple demands and constituents, working under pressure, and coordinating a multitude of on-going projects with exceptional attention to detail.  
  • Bachelors Degree and a minimum 6 years of work experience in government relations, political fundraising, or political campaigns.
  • Proficiency with Microsoft Office products (Word, Excel, PowerPoint, etc.) and in database management.
  • Willingness to travel domestically 3-5 days each month at a minimum.

Desired Skills

  • Experience working on Capitol Hill.
  • Masters degree in political science, communications or other applicable field.
  • Knowledge of VOCUS platform or similar compliance database and HTML.
  • Strong event planning skills and ability to multi-task.
