Starting Salary: $72,881 plus benefits

The Organisation
The Government of Québec operates more than twenty-five representations worldwide with six offices in the United States including: New York, Boston, Chicago, Atlanta, Los Angeles, and Washington where it has been present since 1978. The Québec Government Office in Washington is responsible for Québec's overall bilateral relationship with the United States Federal Government as well as for its multilateral relations with the Organisation of American States (OAS). It has the mandate to monitor legislation, programs, and political positions of the US Government and the OAS that could have an impact on Québec's interests. Additionally the Office seeks to promote Quebec's expertise and interests; to develop a network of influential contacts, particularly among members of Congress and the Administration as well as with think tanks, and the Inter-American diplomatic community; to facilitate business opportunities for Québec companies particularly with the US Government and related organisations; to advance Québec interests in the Western Hemisphere through it's participation in the works of the OAS within the Canadian Delegation.
Summary of Duties
Under the authority of the Director of the Québec Governmnent Office in Washington, the Attaché for Multilateral Affairs contributes to the promotion of Québec's interests in the Organization of American States and within the 34 Member States that comprise this international organization. Bilaterally (20% of the mandate), the incumbent is the lead adviser on Canada/USA security issues. S/he:
- monitors and analyses the priority stakes for Québec in the OAS (mainly: public security, justice, culture, education, and youth), the Inter-American policy in particular towards Haiti, as well as Canadian/US security issues
- in accordance with Québec's International Policy, contributes to the development of strategies and positions to advise the director on course of action
- acts as alternate Québec representative, within the Canadian delegation, in some work of the OAS, including, Permanent Council meetings and Inter-American ministerial meetings
- manages relationship with key contacts including diplomats, government officials, think tanks and association experts focusing on the Inter-American system or security issues
- writes reports, briefing notes, and speeches
Essentials requirements
- Education: University degree (minimum B.A.)
- Language: Fluency in French, English, and Spanish (Portuguese is a plus)
- Experience: three years minimum relevant experience
Rated requirements
- Excellent oral and written communication skills
- Good knowledge of the OAS and its programs
- Good knowledge of the Americas, Inter-American relations and, particularly Haiti
- Knowledge of the Québec society, the Québec Government and its policies
- Knowledge of security policies and programs at the Hemispheric level and at the US federal and State governments levels
- Knowledge of the US Congress
