POSITION SUMMARY
The Manager/Senior Manager, Government Relations and Public Policy assists in the creation and execution of a comprehensive, strategic plan to internally communicate and externally address health care policy challenges in the rapidly evolving federal and state government environment. The person in this role analyzes the impact of relevant federal and state legislative and regulatory initiatives on Millennium products and its pipeline and works with the Associate Director, Government Relations and Public Policy to develop and implement the company's response. The person also works directly with government officials to communicate company public policy positions and achieve company policy goals. The position is Washington, DC based, which gives it strategic access to the federal government, related trade and patient organizations and Millennium resources. This position reports to the Associate Director, Government Relations and Public Policy.

Basic Qualifications
Candidates for this position should possess dynamic written and oral communication skills, a strong policy background and the desire and ability to work well in a fast-paced and cutting edge company. A successful candidate must have at least five years of biopharmaceutical industry, lobbying and/or government experience.
Preferred Qualifications
Experience with federal government agencies, including HHS, CMS and FDA are a plus. Equally beneficial is experience with state governments and Medicaid. Legal degree a plus but not required.

DUTIES & RESPONSIBILITIES
- Assists in the development of federal and state government relations and public policy strategy to support product and corporate objectives. Proactively articulates complex messages and implements strategic government-focused communication to internal company recipients. Works with company departments to develop public policy positions on key federal and state issues.
- Assists in coordination of state government relations and public policy strategy. Works closely with Reimbursement and National Account Management to develop and communicate company position on government reimbursement policy, with focus on Medicaid. Also monitors state government legislative and regulatory threats and opportunities and develops company response.
- Develops and maintains relationships with key federal healthcare policy officials and thought leaders. Develops and manages strategic relationships with US House, US Senate, Executive Branch Agencies (HHS, CMS, FDA) and relevant state government officials.
- Serves as an integrated strategic partner and resource for Marketing, Sales and Global Medical Affairs and Regulatory to develop and implement comprehensive federal and state government strategy based on VELCADE and pipeline needs and objectives.
- Provides effective support for the Oncology Specialty Sales Force to assist with patient access to VELCADE and future products as it relates to federal and state sales and marketing laws and regulations and government reimbursement.
- Communicates and negotiates federal and state government policy strategy with TPNA, particularly focusing on issues pertinent to Millennium and TPNA before the federal government, state governments, PhRMA and BIO.
- Works closely with Legal and Compliance Operations to update on pertinent legislation and pending changes in compliance law.
- Partners with Patient Advocacy to communicate Millennium public policy positions to relevant patient advocacy organizations. Works with advocacy organizations to achieve patient-centered public policy goals.
