The American Society of Anesthesiologists ("ASA") is an educational, research and scientific association of physicians organized to raise and maintain the standards of the medical practice of anesthesiology and improve patient care.
Since its founding in 1905, the Society's achievements have made it an important voice in American Medicine and the foremost advocate for all patients who require anesthesia or relief from pain.
ASA is looking for one full-time Manager of Governmental & Political Outreach to join its Office of Governmental and Legal Affairs, in the Washington, DC location.
Position Summary:
The Manager of Governmental and Political Outreach will educate and motivate ASA members about the specialty's federal and state legislative, regulatory and practice management priorities through the strategic use of print, electronic and new media. Create opportunities for involvement and empower ASA members to take action in the organization's federal and state advocacy efforts. Develop clear, concise and compelling advocacy messages for use in lobbying Members of Congress and the Administration and their staff, and for acting in conjunction with state components. Further the goals of the American Society of Anesthesiologists Political Action Committee (ASAPAC) by managing donor outreach campaigns and leading the PAC's independent expenditure (IE) unit. Work collaboratively with the ASA Washington and Park Ridge staff and appropriate committees to promote teamwork through leadership and advance the interests of anesthesiologists in relation to legislation, regulation, and private-payer issues and activities.
Job Responsibilities:
This position is not static and will be revised as the need of the organization's business evolves.
1. Major Activity: Advance the ASA legislative, regulatory and practice management priorities, and ASAPAC's political priorities, through the management of strategic, highly effective internal and external outreach initiatives.
2. Major Activity: Oversee the dissemination of strategic messages pertaining to ASA's federal and state legislative, regulatory and practice management priorities to ASA's internal and external stakeholders.
3. Major Activity: Direct all aspects of ASAPAC's Independent Expenditure (IE) unit.
4. Major Activity: Influence ASA members' participation in various campaigns through the strategic use of print, electronic and new media.
5. Major Activity: Manage and respond to media requests related to federal legislative or regulatory issues.
6. Major Activity: Develop coordinated campaigns to inform ASA members about new legislative initiatives and federal rules, and their potential impact on the specialty.
7. Major Activity: Create strategic materials for use in lobbying Congress and the Administration.
8. Major Activity: Manage the creation and distribution of direct mail and radio ads supporting candidates who understand the medical specialty of anesthesiology.
9. Major Activity: Promote, publicize and deliver the ASA federal and state legislative and regulatory priorities to ASA members and external audiences, including Members of Congress and their staff.
10. Major Activity: Create, implement and measure the success of communications campaigns that generate ASA member involvement and/or persuade Members of Congress or the Administration to support the ASA priorities.
11. Major Activity: Develop and edit fact sheets, brochures, talking points, action alerts, news releases and other media-including pod casts and web postings-supporting the ASA legislative priorities, programs and advocacy efforts.
12. Major Activity: Develop content and oversee upkeep and accuracy for the Office of Governmental and Legal Affairs and related web pages on the ASA website.
13. Major Activity: Lead efforts to support member communications by collaborating with staff, physician leaders and vendors.
14. Minor Activity: Other duties may be assigned
Education & Training:
- Bachelor's degree in journalism, communications, political science or related field, with an advanced degree preferred..
Work Experience:
- Minimum 5 years experience in journalism, public/media relations, political or legislative communications or related fields. Medical or professional association experience a plus.
- Thorough understanding of federal and state legislative process.
- Knowledge of the current healthcare environment.
- Understanding of effectiveness and applicability of various communication-related technology, including tools and software.
- Strong working knowledge of print, broadcast and electronic media.
- Experience working with federal or state elected officials highly desirable.
Core Competencies:
- Highly-developed interpersonal skills, affinity for networking, and demonstrated high level of confidence and poise with a strong member service orientation.
- Leadership ability to leverage available resources, set clear goals for committees, members, and staff in achieving teamwork and collaborations.
- Good listener and quick study on complex issues.
- Open to direction, supervision, and giving and receiving constructive criticism/feedback.
- Organized and able to coordinate projects, set priorities, meet deadlines, and follow up on assignments.
- Exceptionally developed written and oral communication skills.
- Ability to translate complex issues and policy analyses into transferable, user-friendly messages to a diverse range of audiences including ASA members, Members of Congress and their staff, and other federal civil servants.
- Skilled at working effectively and efficiently under deadline.
Physical Demands/Work Environment:
Will spend the majority of the workday sitting, computing, and talking. Proofreading of materials for an extended period of time. Required infrequent lifting in the 5 - 15 pounds range. Work may be frequently interrupted. The work environment consists of an office environment with light noise. Some travel required. OSHA Category III: position whose tasks/duties will not put them at risk for exposure to blood and other potentially infectious materials, therefore, universal/standard precautions are not required.
