Overview
The major function of this
position is to analyze and take action on regulatory/policy issues
impacting operations and reimbursement for nonprofit home health and
hospice. While a primary focus of VNAA's policy agenda is on
fee-for-service Medicare reimbursement and quality improvement, also of
interest are other issues impacting home health/hospice such as Medicare
Advantage, workforce, rural health, managed care, national Medicaid policy,
immunization, maternal and child health home visiting, and the home
health needs of disabled and other special populations.
Responsibilities:
1. Assume primary
responsibility for researching, reporting, and taking appropriate action on
regulatory/policy issues that impact VNAA members as nonprofit home health
and hospice agencies.
2. Be responsible for preparing comments on
regulations issued by CMS on home health and hospice as well as other
Federal regulations impacting VNAA members. Input for comments is provided
by VNAA members, VNAA's Senior Director of Education and Quality, and Vice
President of Public Policy.
3. Produce value added products including
reports, analysis, graphic illustrations and surveys for VNAA members,
including weekly updates on regulatory/policy issues for the VNAA's
electronic newsletter and
materials that can be distributed through the
VNAA listserv.
4. Assure that the regulatory section of VNAA's Website is
regularly updated with resources and links for VNAA members.

Acquire and analyze data/information from secondary sources (such as CMS,
MedPAC, OIG, GAO, Kaiser Family Foundation, NGA, AARP) for use in egislative and regulatory advocacy and membership service
activities.
6. Prepare documents, graphs and charts that can be used with
decision makers to advocate for VNAA's legislative and regulatory/policy
agenda.
7. Research issues and prepare documents to respond to
individual member requests as assigned by the President and CEO or Vice
President of Public Policy.
8. Represent VNAA at meetings on
regulatory/policy issues with external groups as assigned and prepare
written summaries of those events.
9. As funds are available and with
direction and oversight from the Vice President of Public Policy, develop
request for proposals for necessary data and analysis support from outside
vendors and oversee contracts to
successful conclusion.
10.
Provide program content and help to staff portions of the VNAA Annual
Meeting, the Public Policy Leadership Forum and other regulatory/policy
meetings in accordance with budgeted activities.
11. Continuously monitor key
information sources including CMS and MedPAC and identify important issues
to be addressed as a part of the legislative and regulatory
agenda.
12. Work with staff throughout the organization to support
strategies and tactics related to membership growth and
retention.
Desired Qualifications:
Bachelor's degree required,
master's degree preferred. A minimum of 2-3 years experience analyzing
health care policy and data.
