Design/Build/Property Management

Purpose
As a Public Partnerships Manager you will manage internal documentation processes for real estate incentive agreements and related compliance obligations, and vendor contracts with Public Partnerships' consultants. You will develop, implement and administer Target Corporation's tax incentives strategies including financing structures with third parties while also providing direction for new initiatives within Public Partnerships by identifying opportunities for special projects and incentives for new stores. You will negotiate and review legal documents and work with internal and external legal counsel to make sure that documents accurately reflect the deal negotiated and that compliance requirements are feasible all while being responsible for ensuring compliance for negotiated incentive agreements and special projects is completed in a timely manner by partnering with internal and external partners. Lastly, you will monitor state and federal law regarding incentives/rebates.
RESPONSIBILITIES:
- Managing internal documentation process for real estate incentive agreements and related compliance obligations.

3. Processes - Managing Sales/Purchasing Company offices
- Working with internal and external partners to assist with the understanding and use of sales/purchasing company
- Working with Legal, external consultants and governmental agencies to document internal and external agreements
- Being responsible for the hiring, training and managing existing offices and team members
- Managing the set-up of new offices by working with the Technology, Legal, Sales Tax, Corporate Real Estate, Human Resources, Finance and Payroll teams
- Identifying new opportunities for increasing revenues and decreasing expenses
- Working with internal teams to determine system and operational impacts of new opportunities
- Upon approval of new opportunities, determining strategies to implement into the ITC office and current Target processes
- Partnering with Finance Pyramid to accurately reflect financials and goals of Sales/Purchasing Company
- Managing vendor contracts with Public Partnerships' consultants
- Managing vendor performance in providing incentive consulting
- Providing leadership and direction for new initiatives within Public Partnerships
- Managing public partnerships negotiators and serve as internal legal counsel for real estate managers
- Ensuring compliance with negotiated incentive agreements
- Partnering with Target Technical Services, Accounting, Tax, and Finance to identify and implement necessary software system changes to ensure compliance with real estate incentives and energy incentives including solar and support for public partnerships new initiatives
- Developing and maintaining cooperative working relationships with internal partners including Legal, Real Estate, Property Management Accounting, Procurement, Construction, Finance, Tax, Target.com, Government Affairs, Energy, Engineering, Commissioning, Legal Entities, Financial Reporting, and Treasury
- Partnering with external legal counsel and vendors
MINIMUM REQUIREMENTS:
- J.D. or CPA
- 8 - 10 years of business related experience
- 3 - 5 of Negotiations experience

- Knowledge and understanding of basic real estate principles and terminology

DESIRED REQUIREMENTS:
- Advanced degree or equivalent experience in law, economics, accounting, or finance
- General understanding of software development and implementation process
- Economic Development background
- Big 4 State and Local experience
REPORTING/WORKING RELATIONSHIPS:
Internal:
Reports directly to Director, Public Partnerships and Supplier Diversity. Maintains strong partnership with Legal, Real Estate, Property Management Accounting, Procurement, Construction, Finance, Tax, Target.com, Government Affairs and other Property Development departments. Leads a team of exempt/non-exempt team members.
External:
Works on a routine basis with external entities including legal counsel, various governmental authorities, developers, and various consultants.
