Manager, PAC and Grassroots

The Manager coordinates and implements programs related to Baxter's PAC (BAXPAC) including soliciting and recruiting donors.  The Manager coordinates events and represents Baxter at BAXPAC hosted events / programs.  The Manager is required to keep accurate and detailed records of all transactions associated with BAXPAC.  Due to federal law, these transactions are required to be reported on a timely basis.  It is the PAC Manager's responsibility to prepare, process and file these reports on a monthly, quarterly, and yearly basis.  

Managing the grassroots program requires working with a team of key contacts on the federal and state level to influence governmental and legislative affairs toward positions favorable to the company and to engage more employee involvement in the political process.  

Responsibilities:

Political Action Committee-30%

Develop and implement new programs to solicit and secure new members

Develop and implement marketing strategies using new, innovative ideas for the federal PAC.

Coordinate solicitations to prospective members.

Track all contribution requests and recommendations to BAXPAC Board

Effectively target member involvement, prospective donors through letters, phone calls, e-mails, solicitation materials.

Work with the BAXPAC Board members on recruiting future members and hosting events in their local areas. 

Meet one-on-one on a regular basis

Research and policy development

Research, monitor and obtain information from other pharmaceutical / device companies on current fundraising trends in order to implement new ideas into existing fundraising activities.  Obtain this information through phone calls, conferences, and one-on-one meetings.

Exchange ideas and information about prospective fundraising programs with other fundraising professionals outside Baxter.

Communication-15%
Promote fundraising involvement

Attend various meetings and conferences and integrate findings into innovative programs for BAXPAC and grassroots.

Provide eligible employees with information regarding the benefits of contributing to BAXPAC by creating an internal communications and marketing plan (ie. quarterly e-mail newsletter, etc.).

Provide BAXPAC members with information concerning various fundraising programs and contribution levels.  This includes written reports, web alerts, web site maintenance, news columns, marketing packets, brochures, and exploring social media opportunities.

Grassroots-20%
Work creatively with government relations personnel to utilize grassroots to enhance lobbying efforts

Develop written communications to inform employees / retirees and management on grassroots action alerts and priority issues

Determine and implement best vehicle of communication for broadcasting grassroots initiatives

Track and report on results of grassroots campaigns

Develop programs to alert groups on Baxter's positions

Maintain and grow Baxter's grassroots network

Effectively and quantitively contribute to the success of lobbying initiatives and grassroots campaigns

Coordinate annual grassroots coordinators training session and other political and other political education or legislative training workshops

Oversee and enhance Key Contact Program

Plan, manage and execute Leadership Fly-Ins in Washington and the states in coordination with federal and state lobbyists.

Recruit and engage potential Key Contacts through internal grassroots campaigns and through recommendations from management

Oversee maintenance and use of Key Contact database to ensure prompt and accurate data

Compliance-35%
Manage all financial matters

Supervise the execution and compliance of the PAC work handled by the Executive Assistant and work with that person in a collaborative manner.

Analyze and process political requests to be paid from the BAXPAC or Corporate Contributions.  Record detailed information for Federal Election Commission.  Ensure that the disbursements are within the federal/state contribution limits set by law.

Administer bank accounts for Funds:  deposits, transfers, disbursements, monthly reconciliation.

Prepare, process and reconcile monthly payroll deduction reports.  Deposit funds and record detailed information for FEC filings.  Ensure contributions are being recorded accurately and correctly.

Prepare, process and submit monthly and quarterly federal election reports.  Monitor monthly reporting procedures required by FEC.

Manage BAXPAC and Grassroots Databases essential to all financial records.

Maintain Articles of Organization

Analyze changes in campaign contribution laws.

Education/Skills:

3-5 years experience in a Congressional office, Congressional campaign office, a public relations firm, campaign fundraising office, trade association or private company with a PAC.

Extensive knowledge of federal election, PAC laws and lobbyist disclosure laws.  

Undergraduate degree in political science, public affairs or    business administration or a related field.

Ability to communicate effectively with senior management and work successfully within the political arena and with people of all levels, and political persuasion inside and outside of the company.

Must demonstrate ability to manage multi-faceted tasks, work under pressure and coordination of on-going projects.  

Advanced proficiency in analytical, negotiating, organizational and communications skills

Excellent writing and presentation skills

Ability to determine when to elevate issues or involve key people in issue resolution
