Manager, Grassroots Advocacy & WindPAC

The Manager, Grassroots Advocacy & WindPAC has the primary responsibility for developing, strengthening and implementing the grassroots capacity of AWEA and its membership with growing and managing AWEA's political action committee, WindPAC.

Incumbent will: Work with AWEA's member companies to increase their political involvement, including political donations, grassroots outreach and advocacy; increase the ability of AWEA's members to communicate with their representatives in Washington about the wind energy industry's legislative policies; lobby for wind industry policies and coach member companies through the lobbying process. This position is responsible for spurring WindPAC growth and recommending strategic goals designed to further its development to support AWEA's political objectives. Incumbent will direct the day-to-day administration of WindPAC, including compliance with applicable election laws, federal and state campaign finance regulations, and filing deadlines, while maintaining a significant amount of written and verbal communication with AWEA members and allies regarding AWEA's policy agenda.

Essential Functions/Major Responsibilities: Manage and grow the grassroots program to increase the grassroots strength of the Association and its members; develop and implement strategic plans and budgets, manage staff, consultants and member company representatives effectively; develop, manage and grow grassroots programs including the annual Lobby Day, Congressional Tour program, Project Dedication program and other grassroots outreach initiatives; develop and coordinate the industry's message with the Communications, Legislative and Policy staff; write and manage the creation of grassroots materials and articles on legislative developments, grassroots advocacy and PAC for the Association's internal and external publications; coach AWEA members through the lobbying process, train them to become effective advocates and connect them with their representatives in Congress to advocate for the industry's policy goals; lobby for the wind industry's policy priorities; represent the legislative department at industry events and give presentations on the legislative agenda, grassroots advocacy and PAC; manage and build AWEA's political action committee, WindPAC, including setting and achieving annual fundraising goals, creating the annual strategic plan, and administering the Federal Election Commission reports; represent AWEA at political fundraising events; organize WindPAC-sponsored fundraising events for Congressional candidates.

AWEA is a fast-paced, high-energy organization with a very ambitious agenda and a staff that is highly motivated. This job may experience high work demands under tight timelines. Approximately % travel will be required.

Education and/or Experience: Bachelor's degree in Political Science, Public Relations, Communications or related field and a minimum of 10 years of related experience or an equivalent combination is preferred. Demonstrated experience with managing grassroots initiatives, political/non-profit campaigns, PAC programs; ability to establish goals and achieve results, self-motivate, understand, predict and meet deadlines, work well with teams and be flexible, demonstrated written and oral communications skills with an emphasis on clear and accurate communications, edit and proofread documents, explain technical concepts to diverse audiences both verbally and in writing, respond quickly and professionally to inquiries and to effectively use MS Word, Excel and Publisher.
