Manager, Global Commercial & Regulatory

Position reports to the General Manager, Commercial Finance, Compliance and Commercial Integration (CFCCI) and is located in Houston, TX.   The Manager, Global Commercial Compliance & Regulatory is accountable for all compliance regulatory activities for COP's global Commercial organization to insure that the requirements of external regulators, law enforcement agencies, and internal policies are met in their daily trading and power asset operations.  This role will focus on managing compliance and regulatory standards globally and refining COP's compliance strategy and associated policies on a continual basis. The successful candidate will have 5 reports and lead a staff of 30 split between Houston and London.  The individual will also cultivate key relationships with COP commodity managers, internal and external legal counsel, government agencies (e.g. SEC, FERC), and Government Affairs and Public Affairs groups. 

Specific responsibilities may include the following:

  • Responsible for the oversight of all Commercial compliance and regulatory activities around the globe.

  • Coordinate the review, dissemination and testing of the Commercial Business Continuity Plan, in close coordination with London.

  • Develop and implement a "compliance culture" sufficient to meet regulatory, law and corporate requirements.

  • Provide daily trade monitoring and surveillance of trade activity, reviewing for compliance with external regulatory and internal policy requirements.

  • Develop and maintain process / procedure guidance and a detailed report tracking system for all agency filing requirements.

  • Own and ensure Document Retention Management compliance for the Commercial organization through the designated department representatives.

  • Ensure the training and education program meets all regulatory and company requirements for Commercial's activity.

  • Manage department within established G&A budget guidelines.

  • Ensure appropriate metrics are captured and reported to help management understand the health of our commercial compliance activities.

  • Participate in trade associations and on ConocoPhillips working committees with regard to new or changing regulation affecting commercial trade or power generation activity.

  • Continually benchmark and assess our commercial compliance practices against industry and peer group counterparts and provide recommendations for improvement to Senior Leadership accordingly.

  • Insure review and assessment of new or changing regulatory requirements and implement compliance program changes as needed.  Keep appropriate Management informed.


 Basic/Required Qualifications 

  • 10 years experience in a broad range of compliance assignments both within and outside the United States

  • Legally authorized to work in the United States

  • Bachelors degree in Finance, Business or related field

  • Demonstrated experience in the energy and power trading industry and a current understanding of relevant compliance issues and regulations

  • Experience leading a virtual and matrixed organization

Preferred Qualifications 


  • 15 years experience in a broad range of compliance assignments both within and outside the United States

  • An advanced degree and professional certification    

  • Commercial experience in a front-office role

  • Commercial and related Industry Trade Associations
