Leader, Government Affairs, Transportation and Infrastructure

The Dow Chemical Company has an exciting and challenging opportunity for a Government Affairs Leader (Transportation and Infrastructure). This role will report to the Vice President, Federal and State Government Affairs. The Leader, Government Affairs for Transportation and Infrastructure will be responsible for government relations matters related to issues such as manufacturing policy, infrastructure, chemical security, rail/transportation/distribution policy, and other issues as assigned by the Vice President, Federal and State Government Affairs. The successful candidate will represent Dow's interests before Congress, administrative agencies and the White House. The incumbent will provide counsel on the development of appropriate policy positions to support the business objectives of Dow related to this portfolio, and provide strategic advice to internal clients on public policy positioning related to assigned issues. He or she will develop specific action plans, gain management approval and implement strategy through the Vice President, Federal and State Government Affairs and other company executives as needed.

The Leader, Government Affairs for Transportation and Infrastructure will:

    • Coordinate Dow's advocacy strategy on Advanced Manufacturing. Develop and execute a legislative and Administration advocacy strategy that coordinates all advocacy efforts related to this theme.
    • Serve as primary Washington, DC advocate for Dow Chemical on legislative matters that include manufacturing, chemical security; rail/transportation/distribution policy, and other issues as assigned by the Vice President, Federal and State Government Affairs.
    • Provide advice and service to the Supply Chain organization and the businesses in the development and execution of legislative and regulatory advocacy related to distribution issues.
    • Provide advice and service to EHS, ES&S, Manufacturing and Engineering, Supply Chain and the businesses in the development and execution of legislative and regulatory advocacy related to chemical security.
    • Represent Dow in key leadership activities with trade associations relevant to priority issues in the assigned areas of responsibility.
    • Establish and maintain a sophisticated political contact network in these arenas, specifically with the House and Senate transportation, commerce and environment committees, relevant Executive Branch agencies and other officials.
    • Be a proactive strategic agent on behalf of Dow's interests on assigned portfolio, and help set the agenda, form the agenda and shape future events related to these issues.
    • Develop and maintain communication pathways with internal management. Advise management on assigned issues.

Qualifications
An undergraduate degree is required for this position. An advanced degree such as a J.D. (Juris Doctorate or Law degree), M.PA. (Masters in Public Administration) or M.B.A. (Masters in Business Administration) would be highly desirable.

EXPERIENCE AND QUALIFICATIONS:
The successful candidate will have a minimum of 6 years of experience in policy and advocacy related to this portfolio of issues. 7-10 years experience is preferred.

Previous experience and qualifications should include:

    • An ability to quickly grasp the assigned issues facing the industries in which Dow operates.
    • A thorough understanding of the legislative and regulatory processes and a substantive knowledge of manufacturing, security and transportation issues.
    • Ability to develop and implement a government affairs strategy, including short and long term goals and establishing methods of measuring the plan's impact on and contribution to the organization.
    • The ability to work and be an integral part of an action-oriented, decision-making work environment.
    • A proven record of working with a team of professionals and support staff.
    • A proven record of leadership in mobilizing teams/allies in pursuit of common objectives.

A minimum requirement for this U.S. - based position is the ability to work legally in the United States on a permanent basis (must be a U.S. citizen, U.S. Permanent Resident or qualifying Asylee / Refugee).

15% travel is required for this position.
