Position Title: Governmental Affairs Attaché
Location: Washington, D.C.
Starting Salary: $86,864 plus benefits

The Organisation
The Government of Québec operates more than twenty-five representations worldwide with six offices in the United States including: New York, Boston, Chicago, Atlanta, Los Angeles, and Washington where it has been present since 1978. The Québec Government Office in Washington is responsible for Québec's overall bilateral relationship with the United States Federal Government as well as for its multilateral relations with the Organisation of American States (OAS). It has the mandate to monitor legislation, programs, and political positions of the US Government and the OAS that could have an impact on Québec's interests. Additionally the Office seeks to promote Quebec's expertise and interests; to develop a network of influential contacts, particularly among members of Congress and the Administration as well as with think tanks, and the Inter-American diplomatic community; to facilitate business opportunities for Québec companies particularly with the US Government and related organisations; to advance Québec interests in the Western Hemisphere through it's participation in the works of the OAS within the Canadian Delegation.
Summary of Duties
Under the authority of the Director of the Québec Governmnent Office in Washington, the Governmental Affairs Attaché contributes to the promotion of Québec's interests to in Washington, particularly to the United States federal Government. S/he:
- Advises the Director on how to advance, protect and promote Quebec's core interests to targeted audiences in a variety of sectors
- Monitors and analyzes legislative and/or regulatory developments pertaining to Québec's US interests including in energy, transportation, security, and environment
- Monitors and analyzes US political and economic developments as well as US/Canada relations
- Develops key contacts in Congress, the Administration, think tanks, media, interests groups, and associations
- Organizes public diplomacy events
- Writes reports, briefing notes, and speeches
Essentials requirements
- Education: University degree (minimum B.A.)
- Language: Fluency in French and English
- Experience: Five years minimum relevant experiences
Rated requirements
- Excellent oral and written communication skills
- Solid understanding of the U.S. legislative process and how Congress interacts with key departments and agencies of the executive branch
- Thorough understanding of broader U.S.-Canada issues, particularly of Québec/US relations as well as the political, historical and economic underpinnings of the relationship
- Knowledge of Québec society, the Québec Government and its policies
- Ability to condense complicated regulatory or legislative language into concise form for written or oral presentation to Québec officials
