Government Relations Policy Analyst

The National Association of Insurance Commissioners (NAIC) currently has an opening for a Government Relations Policy & Legislation Analyst III, in its Executive Office in Washington D.C. This position will serve as the primary government relations liaison to the Financial Conditions (E) Committee. This role will independently assess current insurance policy issues and collaborate with the Government Affairs Manager to recommend issues for consideration by NAIC committees, task forces and work groups. This position will also work collaboratively with the Government Relations Manager, and as a senior member of the Government Affairs team, to identify, articulate, recommend and prioritize NAIC involvement in insurance government relations policy initiatives. This role will strategically identify, monitor, analyze and interpret Congressional legislation and proposed federal regulatory actions and policies that affect state supervision of insurance. This position will organize NAIC outreach to Congress and federal officials and facilitate NAIC member‚s involvement in congressional/legislative initiatives. This position will also advise the Government Relations Manager and Director of Government Relations regarding public relations and communications to promote NAIC involvement in policy discussions, debates and projects.
The ideal candidate must possess the following:
# Bachelor's degree (B.A.) from a four-year college or university. Master‚s or Law degree preferred.
# Four years related experience in Congressional Affairs or Government Relations.
# Substantial knowledge in assigned areas of insurance supervision, and intergovernmental policy process.
# Extensive and demonstrated independence, initiative and political sensitivity to operate effectively on behalf of the NAIC and state insurance officials.
# Must have excellent knowledge and understanding of the federal legislative process, and a good general knowledge of insurance regulation and the operations of insurance.
# Demonstrated ability to work with public officials and understand the federal legislative process.
# Proficiency with Microsoft Windows, Word, Outlook, and Excel.
# Must have strong organizational and customer service skills.
# Must have outstanding written and oral communications skills.
# Position may require travel to three quarterly National Meetings.
