Government Relations Attorney

PURPOSE: 
Analyzes the impact of the legislative proposals on Kaiser Permanente at state and federal levels.  Provides arguments and supporting materials on proposed legislation.  Draft amendments, bills and comments.  Participation in meetings and testifies at hearings.  Participates in industry associations and coalitions and represents KP before national organizations involved in public policy.  Assists in the formulation of KP's public policy positions.

MAJOR RESPONSIBILITIES: 
Analyze legislation and regulations proposed by the state and federal government and their effect on the Program.  Draft proposed legislation, regulations and amendments thereto.  Provide counsel to management regarding federal and statute statues, regulations, court options, administrative procedures and legal proposals.  Prepare arguments and testimony and other materials regarding legislation, regulations and public policy issues.  Assist the Regions and legislative offices in the conduct of their government relations efforts, including strategy and coordination to achieve Program objectives.  Represent the Program in government and industry meetings, hearing and other public forums.  Exercise substantial independent judgment under policy guidelines with regard to government relations and other legal matters.

MINIMUM REQUIREMENTS: 
3 years experience as an attorney and extensive professional health care policy and health services research background, as well as knowledge of managed care regulation, expertise and professional experience to function autonomously, while working effectively in teams.  Strong organizational and communications skills are essential.  Excellent academic background.  Bar membership, and professional references required.

COMPETENCIES: 
Must possess excellent written and verbal advocacy skills.  Excellent analytical and interpretive skills.  Ability to offer strategic and tactical advice to KP leadership.
