Government Incentives Manager

Responsible for the operational, financial, and contractual issues relating to the governmental incentives efforts for SUPERVALU.  Work with internal RMD (Retail Market Development) associates, external consultants/vendors, supply chain customers, and various governmental and economic development entities to ensure a first class government incentives department to maximize the value of obtained incentives for the company.  

  • Job Responsibilities and Accountabilities
  • Fully competent level of Asset Management (professional) job family, with wider responsibilities and autonomy to complete assigned projects. Handles more complex scopes and a larger numbers of assignments.
  • Lead, manage, and coordinate SUPERVALU's government incentives process on all levels (State, Local, and Federal) in both urban and rural markets.
  • Support and work closely with real estate deal making teams on specific markets/DMA's.
  • Represent department and company professionally with: governmental agencies, external consultants, real estate developers, supply chain customers, and internal business unit owners.
  • Research government and related incentives opportunities at all levels.
  • Work closely with company's Government Affairs department.
  • Actively participate in company's overall strategic market planning efforts.
  • Work to reduce development and market entry costs for new deals (retail, office, distribution centers) through obtained governmental and related incentives.
  • Manage and coordinate external resources (consultants) working on behalf of SUPERVALU.
  • Process, monitor, and track all incentives through the qualification and application process.
  • Develop and maintain strong relationships with economic development entities, especially in economically challenged markets.
  • Directly responsible for company's incentives goal (established annually).
  • Interact closely with executive level leaders from the various business units within the company.
  • Coordinate and lead specific training sessions for RMD business partners.

The Government Incentives Manager is responsible for the following contractual and financial obligations:
o    Annual Expense Budget - $130K
o    Total incentives obtained for the company - $25M (FY'Goal)
Job Requirements
    
Relevant Experience, Education, Certification, Knowledge, Skills and Abilities

  • Bachelors Degree required (Business, Economics, Finance, Municipal Planning, Economic development). Advanced degree preferred.
  • 5 or more years of professional experience, knowledge, and understanding of governmental incentives opportunities related to corporate development.
  • Prior experience working for a governmental entity (ie. state, county and/or municipal agencies including but not limited to economic development) is preferred.
  • Prior experience working with elected officials is a plus, but not required.
  • Clear understanding of the economic development process.
  • Experience working as a self starter and need to possess an entrepreneurial mindset.
  • Ability to act and think strategically.
  • Strong communication and organization skills are a must.
  • Strong negotiation skills are necessary.
  • Candidate must be comfortable in a highly visible and deadline driven environment.

  • Some travel may be required
  • Most work is performed in a temperature-controlled office environment
  • Incumbent may sit for long periods of time at desk or computer terminal
  • Incumbent may use calculators, keyboards, telephone, and other office equipment in the course of normal workday
