Description
The Dow Chemical Company has an exciting
and challenging opportunity for a State Government Affairs and Government
Markets Leader located in Plaquemine, Louisiana.
The State Government Affairs and Government Markets Leader will reports to the Vice President, Government Markets with shared functional accountability to the Vice President, Federal and State Government Affairs.
Under the general direction of the supervisors defined above, the successful candidate will provide strategic direction for Dow's state government affairs agenda, manage the company's state government relations activities and funding/sales opportunities in assigned states.
The role includes identification of state policy issues affecting the company, funding and business development opportunities and designing advocacy strategies to support the business objectives of Dow.
KEY RESPONSIBILITIES:

- Execute and coordinate state government affairs positions and strategies on legislative, policy, political issues and funding/business development opportunities impacting Dow Chemical.
- Serve as primary contact for interfaces with State Legislature, Governor, and State Agencies and economic development organizations in assigned state(s)
- Establish and maintain a sophisticated state and local political contact network to leverage for Dows' benefit.
- Be a proactive strategic agent on behalf of Dows' interests and help set the agenda, and shape future events for state government relations, funding and business development opportunities in assigned state(s).
- Implement field activities when grassroots action is necessary to influence legislation. Assist in development and execution of state action plans.
- Serve as primary contact with key state trade and business associations and national organizations of state government officials.
- Develop and maintain communication pathways with senior management. Advise senior officers and business leaders on all matters of interest and concern to the corporation regarding state government affairs activities.
Qualifications
EDUCATION:
An undergraduate degree is required. An
advanced degree such as a J.D., M.B.A. or M.P.A. would be highly desirable.
EXPERIENCE AND
QUALIFICATIONS:
The successful candidate will have 5-7 years experience
in business, as professional staff (business leader preferred) or as a senior
public servant in a relevant government department or agency. Experience in
state government relations would be an asset.
He/she should not only have access to
legislators, but also to staff.
Previous experience and qualifications should
include:

- An ability to quickly grasp and address issues/opportunities facing the industries in which Dow operates.
- A thorough understanding of the legislative and regulatory processes as they relate to state government affairs and how they impact Dow.
- Experience developing and implementing a government affairs strategy, including short and long term goals and establishing methods of measuring the plan's impact on and contribution to the organization.
- The ability to work and be an integral part of an action-oriented, decision-making working environment.
- A proven record of working with and managing a team of professionals and support staff.
