We are seeking to fill an opening in the Washington DC office of Microsoft Corporation in the Law and Corporate Affairs (LCA) Department. This person will have the responsibility for developing and achieving the company's federal political, policy, and relationship goals in several areas, including but not limited to issues in the areas of intellectual property rights protection, electronic commerce, telecommunications, high-skilled immigration, trade, Internet safety, competition policy, education and workforce development. The specific areas of responsibility will change over time as matters are resolved and new issues arise. The focus for this position is on House Democrats, with a particular focus on the Leadership, as well as the Judiciary, Energy and Commerce, Appropriations, Ways and Means, Homeland Security, Science and Technology, Oversight and Government Reform and Foreign Affairs Committees. The person needs a strong Hill background, strong political skills - including knowledge of how campaigns are run, strong interpersonal skills, strong organizational skills, and a strong record of reliability and ability to operate in pressure situations. This person will need to build relationships within LCA as well as with those in the business divisions of the company to understand policy needs. This person will need to work closely with the policy team in the organization to implement legislative and relationship-building strategies.
Responsibilities:
- Develop and manage the overall strategies for achieving relationship, political, and policy goals as they relate to the House Democrats. Manage and deploy outside consultants as needed to achieve these goals.
- Work closely and collegially with federal policy managers and others in Government Affairs as appropriate to leverage resources effectively to achieve objectives.
- Coordinate with MS Tax to accomplish the company's tax goals.
- Coordinate with MS Public Sector to help accomplish its objectives with Federal customers.
- Coordinate with MS Community Affairs to support the company's philanthropic initiatives at the federal level.
- Develop relationships and integrate into trade associations and coalitions as needed, and work with representatives in other companies to achieve industry objectives.
- Establish expertise and leadership within the DC community with respect to priority issues.
- Build relationships on Capitol Hill and among third parties to advocate positions.
- Work with Corporate Communications to help communicate Microsoft's positions on policy issues effectively to the DC community and to the media.
Contacts: This position will have direct and frequent contact with officials in the D.C. community, including Members of Congress and their respective staffs; trade association personnel; representatives of other companies, including competitors; and with MS senior executives and managers.

Qualifications:
- Minimum 7 years of demonstrated work experience on Capitol Hill (or directly related to Capitol Hill).
- Experience with federal legislative process or directly related activities, project management, and coalition-building strongly preferred. Demonstrated results in developing and implementing strategic programs involving relationship building/legislative issues/campaign experience.
- Familiarity with high technology issues preferred.
- Ability to represent the company publicly in a variety of settings. Experience managing outside resources on legislative or public policy related initiatives.
- Ability to lead and motivate others, and to work as a team player. Excellent oral and written communication skills.
- A B.S. or B.A. degree required.
