Federal Legislative Coordinator

The APA is seeking a Federal Legislative Coordinator.  

Title of position: Federal Legislative Coordinator

The Federal Legislative Coordinator participates in the development and implementation of activities to enhance the Division of Government Relations' legislative and regulatory advocacy on behalf of the APA and its related member services.  Primary responsibilities include: implementing grassroots programs for DBs/SAs; coordination with grassroots members and Members of Congress for grassroots Congressional meetings; staff support to the Council on Advocacy and Public Policy and select committees; tracking and dissemination of federal legislative information; participate in planning and preparation for Federal Legislative Institute; preparation of Congressional briefing material and advocacy materials; coordination of the Division's Resource Center presence at the APA Psychiatric Institute and APA Annual meeting.

DUTIES:

Primary Grassroots Manager and Coordinator

Serve as liaison to the legislative grassroots services, keeping current on new legislative/regulatory information/advocacy products to enhance DGR assistance to members and advocacy of APA's positions.

Maintain and expand extensive grassroots database.  Implement programs to encourage additional APA member participation in DGR's grassroots program.  Consult and coordinate with DB/SA staff to ensure maximum participation.

Maintain current roster and interface with DB appointed Legislative Representatives from across the country.

Act as chief APA contact for members of APA's grassroots network.

Administer DGRNet-PsychImage listserve.

Coordinate mass communications with grassroots networks to ensure timely response to action alerts.

Track member response to requested grassroots action and provide follow-up information to the DGR Federal staff.

Participate in the development and implementation of DB/SA grassroots training activities.

Interface with Congressional offices to schedule meetings between APA grassroots members and their Members of Congress.  Brief Congressional offices on nature of requested visits.  Prepare briefing packets for advocates.

Participate in coalition meetings and grassroots training conferences, as directed by supervisor.

Staff Liaison to the Council on Advocacy and Government Relations

Provide all logistical support for the Council and select committees.

In consultation with Council Chair and Council liaison, develop, draft and disseminate all information pertinent to meetings of Commission, including development of meeting agendas, compiling background and support materials, etc.

Attend all meetings of Council and committees and ensure it transpires smoothly.

Provide information to Council and committees about APA policy, where required.

Prepare Council and committee minutes.

Coordinate Council liaison with other councils and components.

Track disposition of Council action items from BOT, Assembly and JRC.

Act as chief APA contact for members of Council.

Serve as primary APA staff contact for inquiries pertaining to Council.

Liaison with Meetings Management to arrange for meeting space (both in and out of town).  Arrange for business and social dinners of the Council and select committees.

Administer the CAPP listserv.

Alert DGR staff to pertinent inquiries from Council members and others about Council activities.

Provide administrative and other support to DGR lobbyists

Track federal legislative and regulatory developments affecting psychiatry and patients, including pending bills and existing law, using daily and weekly legislative publications, Internet and other research tools as required.  Alert lobbyists and Associate Director, Research & Policy to new legislation and proposed regulations.

When lobbyists or other DGR staffers are unavailable, represent APA by attending Congressional briefings, press conferences, and hearings.  Prepare detailed post-event report for appropriate DGR lobbyist.

Compile and disseminate key federal legislative and regulatory findings to DGR federal staff.

Draft replies correspondence and research responses to DB/SA and public inquiries on federal legislative and regulatory issues and DGR activities.

Perform other duties as assigned.


Advocacy Day

With Director of Government Relations, and Associate Director, Operations, plan and implement annual Advocacy Day program.

Coordinate dissemination of "Save the Date" notification, invitations, and reminders to potential attendees.

Coordinate congressional office visits for APA members attending Advocacy Day.

Assist in development and production of all Advocacy Day materials, written or otherwise.

As needed, assist Associate Director, Operations with other logistics, such as hotel arrangements, menu planning, etc.

QUALIFICATIONS:

College degree with 3 years minimum of progressively higher level administrative; or an equivalent combination of education and experience.
Previous experience in a membership or medical association preferred
Prior government relations experience and knowledge of Federal government required.
In-depth knowledge of administrative duties.
Excellent oral and written communication skills and customer service skills; ability to interact effectively with a wide range of people essential.
Demonstrated experience with customer relations and communication.
Demonstrated ability to operate in complex organizational and political environment.
Demonstrated ability to operate in a team environment.
Demonstrated ability to function independently with minimal supervision.
Demonstrated writing and proofreading ability.
Demonstrated ability to manage multiple projects simultaneously.
Demonstrated ability to work under pressure with tight deadlines.

Salary: Mid $50's
