The Office of the Director of Los Alamos National Laboratory (LANL) is seeking a Federal Government Liaison to work in LANL's Washington, DC Office. The successful applicant will report to the Government Affairs (CGA-GAO) Office Leader. The primary duties of this position are to provide timely, informed reporting and analysis to Laboratory senior management on Congressional and Federal issues impacting the Laboratory. The applicant will also support fulfilling information requests of the Laboratory from both the Legislative and Executive branches of government, and communicate information as directed by senior management. The applicant will work multiple tasks for the Laboratory Director and CGA-GAO, including preparation of issue and position papers, proposals, related research, briefing packages, and input to Congressional requests and senior management Congressional testimony. The position requires the applicant to have excellent time management skills, be able to juggle multiple tasks and requests, detail oriented, and have excellent organizational skills.Responsibilities will also include closely monitoring, understanding, and communicating developments within the Legislative, and Executive branches that impact Laboratory programs and interests. The position will involve interactions with the Department of Energy (DOE), National Nuclear Security Administration (NNSA), and other Executive Branch departments; the U.S. Congress; and Los Alamos National Security, LLC Partners including the University of California, Bechtel, Babcock & Wilcox Company and URS. In addition, the applicant will act as senior management's liaison to coordinate with Washington, DC, Change of Station (COS) assignees from the Laboratory to maximize information flow.
Key Position Requirements: Position requires an extensive understanding of the Congressional appropriations, authorization, oversight and budget processes. Minimum 5 years experience working on Capitol Hill. Extensive experience working with the National Nuclear Security Administration and U.S. Department of Energy, its organizations and programs. A working knowledge or prior government affairs experience in the broader national security arena, including the intelligence community. Experience in interacting and advising senior level government and laboratory officials, and scientific leaders. Experience in management and oversight of high-level, classified and unclassified meetings and events. Strong oral and 'written communication skills in communications, planning, and scheduling; ability to multitask varied legislative issues and meet extremely tight deadlines. Proven track record in using good judgment to deal with confidential and sensitive issues. Familiarity with NM political issues, and Congressional Delegation.

Job Duties

6. Exerts significant latitude in determining responses to Institutional action items and proposed policies, procedures, and processes.
7. Without considerable direction, serves as a liaison to external agencies and organizations, including representing the division on special-purpose Laboratory teams and in discussions with other Laboratory organizations, customers, and other DOE sites.
8. Has authority to act on behalf of and/or represent management on activities and committees, including leading limited-life, special-purpose teams chartered to address a specific issue or requirements.
9. May orient and/or mentor managers and senior staff.
10. Drafts presentations and supporting papers to represent organizational capabilities, accomplishments, plans, etc.
11. Maintains and shares current knowledge of Laboratory, Department of Energy (DOE), and/or National Nuclear Security Administration (NNSA) missions, policies, practices, and critical issues to ensure effective networking, reference, consistency, and compliance.
12. May develop and implement communication strategies.
13. May direct the administration of assigned staff, which may include directing assignments in support of scientific/technical and/or programmatic initiatives and/or deliverables.

Direction
A. Supervision Received - Receives functional and operational direction from a Division Leader (Manager 6).

C. Contacts - Regular contact with all levels of Laboratory staff and management to assist and advise on key scientific/technical and/or programmatic activities. Regular contact with sources and affiliates external to the Laboratory on a variety of matters.

Notes To Applicants
