1. Lobby Congress on issues relating to natural gas industry, in particular, issues of interest to independent gas exploration and production company and interstate natural gas pipeline companies including, but not limited to: climate change, energy legislation generally, energy tax issues, natural gas supply access issues, construction and regulation of natural gas infrastructure, including production facilities, pipeline, storage and LNG facilities. Also, lobby Congress on corporate issues, including tax policy, tort reform, union, corporate governance, health benefits and pension issues.
2. Author materials for and maintain federal affairs website and compose newsletters describing issues and progress on issues to stakeholders within El Paso.
3. Participate in activities of company wide "Messaging Team" that authors and circulates position papers on issues important to company for use with external audiences.
4. Advocate before Federal Energy Regulatory Commission for pipelines and other affiliated companies on policy and other matters.
5. Advocate before other federal agencies (DOT, EPA, for example) as the need arises for pipelines and other affiliated companies on policy and other matters.
6. Coordinate activities with state government activities personnel.
7. Assist with PAC related activities, including assisting with developing PAC budgets, working to increase PAC memberships and attending fund raising events.
8. Prepare federal lobbying disclosure and gift rules filings.
9. Act as primary interface for company for numerous trade associations.
Qualifications
Minimum Education, Experience and Skill Requirements:
A Bachelor of Arts or Bachelor of Science degree in a discipline appropriate to the position. Law Degree is a plus.
Experience in government affairs
Experience working with cross functional teams
Exceptional interpersonal and persuasion skills
Assertive in pursuing difficult issues and bringing them to a quick but thorough resolution
Experience and familiarity with federal government organization, process, procedures
Preferred Education, Experience and Skill Requirements:
Lobbying experience either on the Hill or before an executive agency or Hill or FERC Staff positions; or
Significant experience working on energy and environmental policy issues.
