Mercy - Sisters of Mercy Health System - is the eighth largest Catholic health care system in the U.S. and includes 28 hospitals, more than 200 outpatient facilities, 36,000 co-workers and 1,300 integrated physicians in Arkansas, Kansas, Missouri and Oklahoma.
Mercy has an opportunity for an experienced Federal Funding Expert to develop and execute a process for realization of federal financing, appropriations and earmarks. Will identify funding opportunities and facilitate, synchronize and monitor request process state-wide requests. Engage Federal Senate, Representative and Committee staff, in conjunction with Mercy regional leaders, state leadership and state advocacy coordinators.
A successful Federal Funding Expert will possess:
- Bachelor's degree required. Graduate degree in Business or Public Policy preferred
- Familiarity or experience with Capitol Hill and the federal appropriations process or the governmental department of an association is preferred.
- Several years experience in public policy, health care, or legislative analysis
- Ability to manage legislative portfolio specifically related to budget, appropriations and public health authorization legislation impacting hospitals, physician groups and health systems
- Ability to multi-task and set priorities in a flexible manner to address changing needs.
- Strong written, research, oral, and interpersonal skills, including proven presentation skills.
- Strong office automation skills (word processing, spreadsheet, and presentation software), as well as proven internet research skills.
- Comfortable in personal interaction with Members of Congress, Congressional staff, coalition members, and SfN VIPs
- Knowledge of federal and state legislative process (especially budget and appropriations process) and impact on hospitals, physician groups and health systems
- Understanding of the various federal agency influences on hospitals, physician groups and health systems
- Ability to analyze complex legislative information relating to public health and health care funding
- Ability to produce appropriate reports for targeted audiences, including advocates, health system directors, financial officers and board members
- Experience creating and implementing multi-pronged state/federal fundraising campaigns
- Experience building, motivating, coaching and mentoring teams to achieve high quality results
- A decisive, diplomatic and flexible team player, with the ability to interact effectively with staff, peer organizations, government officials and the public
- Experience implementing a strategy for securing funds through state and federal appropriations, competitive grants and other sources
