The American Society of Anesthesiologists ("ASA") is an educational, research and scientific association of physicians organized to raise and maintain the standards of the medical practice of anesthesiology and improve patient care.
Since its founding in 1905, the Society's achievements have made it an important voice in American Medicine and the foremost advocate for all patients who require anesthesia or relief from pain.
ASA is looking for one full-time Federal Affairs Associate to join its Office of Governmental and Legal Affairs, in the Washington, DC location.
Position Summary:
Working with the Director of Practice Management, Quality and Regulatory Affairs and the Executive Vice President, Washington, the Federal Affairs Associate provides essential resources toward ASA's policy and positions and helps communicate such positions to the Executive Branch of the Federal Government.
Position Responsibilities:
This position is not static and will be revised as the need of the organization's business evolves.
1. Major Activity: Assists lobbying effort of Federal Administrative agencies and the White House on key ASA regulatory issues with on-going emphasis on developing enhanced long-term relationships with career civil servants at CMS, as well as political appointees dealing with health issues and payment at all levels.
2. Major Activity: Helps educate and persuade Executive branch agencies on issues of primary concern to anesthesiologists with particular emphasis on the Department of Health and Human Services, the Centers for Medicare & and Medicaid Services (CMS), and the Executive Office of the President.
3. Major Activity: Applies extensive analytical and research skills to draft comment letters in response to regulatory proposed/final rules relevant to the specialty.
4. Major Activity: Ability to quickly identify and synthesize complex issues into relevance for the organization. Further, ability to effectively and professionally communicate these issues to a variety of audiences including staff, ASA members, ASA Leadership, policy makers and other relevant organizations.
5. Major Activity: Works with Executive Vice President - Washington, DC and Director of Practice Management, Quality & Regulatory Affairs to plan, develop, and implement Federal regulatory, and grassroots strategies and policies to advance ASA priorities.
Education & Training:
Bachelor's degree required, preferably in political science, public policy, communications, or related disciplines. Advanced degree a plus.
Work Experience:
- Minimum 2-3 years experience in government, political, or health-related organizations or lobbying. Medical or professional association experience a plus; Administration, state, or other lobbying experience highly desirable.
- Strong working knowledge of the Executive Branch of Federal Government, its health programs, hierarchy, processes, and organizational structure.
- Demonstrated excellent writing and verbal communication skills. Ability to communicate concisely and precisely on complex issues to multiple audiences.
- Proven ability to work well under deadline pressure while managing multiple programs, responsibilities and assignments.
- Skilled at performing in a high visibility team environment as well as being a strong individual contributor dedicated to integrated advocacy strategy.
- Proficient in Microsoft Office applications and other productivity-focused tools.
- Demonstrated interest in policy and regulatory issues and strong working knowledge of Federal Regulatory process highly desirable.
- Demonstrated exceptional and professional judgment in complex situations.
Core Competencies:
- Thorough understanding of Federal regulatory environment and administrative rulemaking process affecting anesthesiologists.
- General knowledge and understanding of the U.S. political and policy environment.
- Knowledge of health policy and the factors and industries influencing the current policies.
- Understanding the current healthcare delivery system and the role physicians and specifically anesthesia providers play in such a system.
- Language skills must include the ability to read, write, speak English effectively and follow oral and written instructions consistent with policies and procedure.
- Highly-developed interpersonal skills, confidence and poise, and affinity for networking with a strong member service orientation.
- Ability to communicate effectively with multiple audiences possessing vastly different understandings of issues such as medicine, policy and politics.
- Strong negotiation and persuasion skills.
Physical Demands/Work Environment:
Will spend the majority of the workday sitting, computing, and talking. Proofreading of materials for an extended period of time. Required infrequent lifting in the 5 - 15 pounds range. Work may be frequently interrupted. The work environment consists of an office environment with light noise. Some travel required. OSHA Category III: position whose tasks/duties will not put them at risk for exposure to blood and other potentially infectious materials, therefore, universal/standard precautions are not required.
