Director/Sr. Director, International Public Affairs, Asia

Position Reports to: Sr. Director, Public Affairs - Emerging Markets
Location:  Shanghai (Strong preference for Shanghai, other Asia locations will be considered)

Description:
Leads Public Affairs function for Asia region.  Serves as key thought partner to regional presidents and commercial leaders in monitoring the external environment and managing business risk .  Sets and executes Public Affairs strategy, recognizing emerging threats and identifying opportunities to shape policy and create market advantage to ensure success of commercial objectives.  Develops, directs and oversees execution of regional and country-specific Public Affairs strategies to maximize commercial success and enhance reputation in-region.  Manages Asia regional Public Affairs team comprised of four direct reports and indirectly manages in-market Public Affairs colleagues. Operates as single point of accountability for Public Affairs.

  • Works with regional presidents, commercial teams, government affairs, and other colleagues to address regional and country-specific external challenges and optimize opportunities relating to products, market access, pricing and reimbursement, healthcare system reform, intellectual property, and speed-to-market issues.
  • Provides strategic direction to regional team and in-country Public Affairs colleagues to manage business risk and secure Pfizer's leadership role in shaping policy and advancing industry position on issues critical to business success.
  • Prioritizes issues and resources based on the needs of the business and leads development of integrated Public Affairs strategies to support commercial plans.
  • Embeds environmental assessments and policy objectives into regional strategic and operating plan development and execution.
  • Develops and coordinates implementation of regional Public Affairs initiatives with policymakers, stakeholders, and customers to enhance Pfizer's reputation and leadership.
  • Leads engagement with relevant regional trade associations and serves as lead contact with PhRMA for the region. Supports regional presidents' participation in regional and local trade associations and PhRMA.
  • Build world class public affairs team in Asia by enhancing capabilities in country, leveraging best practices and clearly demonstrating the value proposition of the public affairs function.

Qualifications:
1.    Minimum 10 years experience combined in public policy, government relations, and/or public/corporate affairs.
2.    Solid understanding of pharmaceutical industry issues (e.g. compulsory licensing, international trade, intellectual property, cost containment, healthcare systems, FDI, HTA, etc).
3.    Must have demonstrated understanding of commercial strategies and ability to provide thoughtful counsel to a broad range of internal and external clients.
4.    This individual needs to be an innovative and strategic thinker, able to tackle complex issues and develop innovative solutions that result in winning partnerships.
5.    Must have proven ability to operate in a highly matrixed organization and an established track record of driving consensus and delivering results in complex environments.
6.    Must be able to work under pressure, independently and in a team environment, and interact effectively with all levels of the organization, government officials and other external partners.
7.    Must have outstanding oral and written communications skills, be well organized, highly motivated, results-oriented and process-driven with regards to problem solving.
8.    Education:  Bachelor's degree required. Advanced degree strongly preferred. Language skills beyond English strongly preferred.
