Director - North American Government Affairs

We are currently seeking a Director, North American Government Affairs, to join our corporate Government Affairs team.  This position is located at O-I's Washington, D.C. office.

POSITION SUMMARY:
This position is accountable for all aspects of O-I's government affairs program in North America.  This position shall work with the Vice President, Government Affairs, and the North American business unit to develop the strategic direction of the government affairs program.  This person shall be directly responsible for representing O-I in U.S. federal government affairs and shall direct and coordinate U.S. state government affairs activities.  This person shall support the Vice President, Government Affairs in the representation of O-I in Canadian governmental matters.  He/she shall support and facilitate the work of the Director of Global Grants and Incentives in obtaining U.S. federal and state grants and incentives. This person shall help lead and shall directly support the management and growth of the O-I Employees Good Citizenship Fund and shall manage appropriate corporate political engagement in support of O-I business objectives.   As part of the O-I Government Affairs team, this position shall work with non-governmental organizations, industry and trade associations, industry allies, and other constituencies to develop support for O-I's government affairs priorities.

This position shall reside in the Washington Office of O-I but shall require frequent interaction at O-I corporate headquarters and frequent engagement at O-I facilities in the U.S. and Canada.  Substantial travel in support of advocacy activities is required.


PRINCIPAL ACCOUNTABILITIES:
• Provide strategic direction for the O-I North American government affairs program, support the strategic priorities of the Company and assist in the growth of O-I in the region.  
• Lead, coordinate and directly represent O-I in U.S. federal legislative and regulatory activities.
• Develop, guide and monitor internal resources in the North American region to ensure that there is appropriate support for O-I's government affairs program.
• Direct O-I consultants and other vendors in support of the O-I government affairs program.
• Analyze, edit and approve North American government affairs agreements, contracts and other documents.
• Direct and manage the U.S. state government affairs program and supervise the Manager, U.S. Government Affairs.
• Support the Director of Global Grants and Incentives, and advocate and facilitate the awarding of grants & incentives (G&I) available to O-I in North America.
• Communicate government affairs opportunities and strategies, and liaise with critical O-I leaders to ensure alignment and support for O-I's North American government affairs program.
• Provide support for North American strategic priorities, with a specific emphasis on those priorities that are directly impacted by federal and state government affairs.
• Work with non-governmental organizations, industry and trade associations, industry allies and other non-governmental organizations and constituencies to develop support for O-I's government affairs priorities.
• Directly support the management and growth of the O-I Employees Good Citizenship Fund and direct appropriate corporate political support in the U.S.
• Develop and implement processes to increase internal communication, so priorities and government affairs-related information are provided on a timely and regular basis to key constituencies.
• Review legislation and regulations to stay abreast of new risks and opportunities.
• Assist with various Government Affairs' meetings, conferences, events and regulatory advocacy activities.


REQUIRED SKILLS & QUALIFICATIONS:
1. Bachelors degree
2. 10+ years of federal legislative and/or regulatory advocacy experience
3. 5+ years experience in corporate government affairs
4. Excellent written and verbal communication skills; must be able to communicate both internally and externally at various organization levels
5. Must be able and willing to travel up to 50%

1. Political action committee management experience
