Director, Legislative Affairs

Foreign owned and leading diversified chemical manufacturing company ($6 Billion in revenue) with approximately 15,000 employees seeks to add federal policy and strategic expertise to support its growing operations. This newly created position as Director, Legislative Affairs, will report directly to the General Counsel (OGC currently is comprised of 10 attorneys) and is charged with developing a comprehensive and pro-active policy practice that will advance and protect the company's interests. Issues of particular concern to the company include chemical manufacturing, safety/security and  transportation, environmental and natural resources regulations, climate change, tax, and tariffs. In addition, the company's leading efforts in green energy represent significant opportunity to have a meaningful voice in developing federal energy policy and to facilitate participation in government sponsored incentive programs.

Responsibilities also include management of outside consulting firms, assistance in utilizing and growing PAC, providing guidance to business units concerning how best to partake of existing or contemplated government sponsored programs and, more generally, to assist in enhancing the company's business position and profile. To date this role and expertise have been provided by outside consultants. The company recognizes the importance of strategic policy assistance and wishes to in-source such advocacy to enhance its impact internally and externally. In addition, the Director will serve as the company's "face and voice on the Hill," and will advise the company's Advocacy Committee (membership includes GC, CEO, business unit heads and PAC head) and anticipated/pending legislative initiatives that might affect the company's business lines. The Director will develop and implement appropriate legislative initiatives to advance the company's interests. In short, the Director will be the chief policy advocate for the company.

To effectuate such impact, it will be critical for the Director to become knowledgeable about the Company's numerous business units and to work closely with their management. While the position will be based in Washington, frequent (and extremely manageable) day travel to the company's US headquarters on the east coast is required. Director will have support of OGC on substantive legal issues including environmental, intellectual property and transportation regulations. While a JD is strongly preferred, it is not a pre-requisite; however, prior Hill experience and at least ten years (more is preferred) of legislative policy and strategic counseling experience is required. Experience developing and implementing policy initiatives within a corporate structure is valued as well as the ability to master an understanding of this manufacturing company's myriad business lines and related interests.
