Director, International Public Affairs

The Director for International Public Affairs will lead the development and management of strategic public affairs initiatives and recommendations for Pfizer Consumer Healthcare executive management on how PCH should address public policy challenges in the Ex. U.S. legislative and regulatory environment that impact the ability of PCH to research and develop new treatments and claims, market and sell medicines and the accessibility of products to consumers. Director will have responsibility for developing strategic and tactical implementation plans to best advance PCH public affairs initiatives that help meet PCH's global, international and in-country business objectives. The Director will serve on the PCH International Leadership team and liaise with in-country Managers and Public Affairs Teams. The Director will develop and help execute government relations strategies, help to develop plans to foster and build relationships with government officials at the in-country and regional level, develop advocacy initiatives that build relationships with third parties and key opinion leaders, help manage trade association relations and participate on committees. Finally, the Director will collaborate with the Vice President for Public Affairs on educating management, employees and others on key PCH policy issues and priorities.

Develop and lead a strategic, pro-active public affairs agenda to shape key external Ex. U.S. issues and improve the environment in a positive way that support PCH's Global, International and in-country R&D, commercial and sales objectives:

Create a prioritized list of public affairs issues for PCH that will be reviewed and approved by relevant management teams (e.g. ILT, GLT) and VP for Public Affairs

Collaborate with In-country Managers and Public Affairs teams, PCH Global and International Marketing teams, International Regulatory Affairs, International Legal, Medical Affairs, other Public Affairs functional areas (e.g. emerging markets, developed markets) and enabling functions (e.g. public policy, international policy, and international trade relations) and relevant business units (e.g. Nutritionals, Animal Health and Pharma business units) to identify key public affairs issues and initiatives that will advance PCH business goals

Lead cross-functional, interdisciplinary teams to develop and implement public affairs objectives in areas such as ingredient challenges, reclassification, switch, anti-counterfeiting, etc.

Develop and lead strategic and tactical implementation plans to execute Public Affairs initiatives by working with relevant internal departments and external stakeholder groups, including patient/disease advocacy organizations, think tanks, government policymakers, policy opinion leaders, medical societies, media etc.

Supervise creation of tools to advance policy initiatives for use in key markets for education and advocacy purposes with policymakers and other external groups-e.g., position papers, presentations, model legislation, talking points, etc.

Craft and implement stakeholder plans for Public Affairs initiatives, including identification of appropriate goals and metrics, to measure plan progress

Identify appropriate opportunities and venues to deliver Pfizer views on priority policy issues, including opportunities for Pfizer executives with a credible voice on such issues

Shape over the counter (OTC) and dietary supplement public affairs agenda and activities of key industry trade associations (AESGP and possibly others) to reflect PCH issues, priorities and positions

Assist in staffing of PCH President for International during participation in AESGP Board meetings.

Develop and execute on strategy to enhance PCH in-country Manager's and PCH staff roles on country Trade Association Boards and strategies on addressing industry issues.

Lead identification and tracking of key Ex. U.S. OTC and dietary supplement policy and industry issues that impact on PCH interests and report to VP, Public Affairs and executive management teams and convene and chair interdisciplinary task forces and working groups to develop policy positions and strategies.

Assume lead or co-lead for Pfizer engagement on ingredient challenges, in-country Department of Health reviews, switch, reclassification, product security/anti-counterfeiting, and emerging issues

Direct presentation development, position papers, statements, letters, testimony and comments on key PCH public affairs issues to be provided by Pfizer to government agencies, policymakers and other external audiences and development of communication tools to educate and inform internal audiences

Help build the PCH Public Affairs function and strengthen coordination of in-country Public Affairs PDB support

Help to build processes and protocols for identification of issues and reporting issues to PCH leadership

Create Public Affairs templates for issues

Create stakeholder mapping processes and protocols for in-country Public Affairs teams

Help lead the development and execution of regional annual Public Affairs meetings to communicate PCH Global Business Goals, identify and educate on annual global Public Affairs goals, educate on best Public Affairs practices, team building, etc.

Skills

Bachelor degree required. A master's in public health, public policy, international affairs, political science, and/or a Law degree or other advanced degree is preferred. Must have a minimum of 10 years experience in public policy or legal analysis with health care background, experience in international governments is preferred.
