Position Description:
With the Senior Director for Government Relations, develops and
implements plans for shaping federal legislation in assigned areas.
Represents the corporation in meetings with Members of Congress,
Congressional staff and Executive-branch personnel, with an emphasis on
diversity relationship building internal and external to the McDonald's
System. Assist with management of grassroots network and provides related
owner/operator training. Recommends candidates for support by McDonald's
Federal PAC and engages in other activities to enhance the System's
political influence. Initiates and implements plans to raise the
corporation's profile and build McDonald's Trust Bank in the federal
sector and the greater Washington, D.C.
community. Within areas of expertise, exercises leadership in industry
trade associations and ad hoc coalitions. Serves as an expert resource
for departmental and other corporate colleagues, cross-functional teams,
and owner/operators. Facilitates communications between corporate
employees and officials of the federal government.
Principal Accountabilities
Strategy Development and Implementation:
* Working with the Vice President for Government Relations, the Senior
Director for Government Relations, US Leadership and staff in other
departments, identifies opportunities to support business development and
eliminate government impediments to operations and profitability within
assigned areas.
* Alerts corporate colleagues and US Colleagues to federal legislative
and regulatory issues related to their areas of responsibility and
confers with them and departmental supervisors to identify priorities and
develop appropriate responses.
* Within areas of expertise, exercises leadership in public policy
activities of industry trade associations. Ensures appropriate
involvement of corporate subject-matter experts.
* Develops and guides issue-related coalitions with third-parties,
including other corporations, trade associations, and public interest
groups.
* Represents the System's interests in meetings with Members of Congress,
Congressional staff, and Executive-branch personnel. Sustains ongoing
relationships with Congressional and Executive-branch staff.
* Develops opportunities to build strong relationships with internal and
external diversity groups.
* Work collaboratively to expand membership and growth opportunities for
the McDonald's Political
Action Committee
Trust-Bank Building:
* Facilitates the development of relationships between corporate & US
representatives and government decision-makers, with an emphasis on the
Congressional Hispanic caucus and others.
* Creates and identifies opportunities to build good will toward the
Brand in the U.S. Congress, the Executive branch, and the greater Washington, D.C.
community. Carries out related activities.
Government Relations Capacity-Building and Related Support:
* Educates targeted corporate & US staff and New Brand teams in
government decision-making policies and effective ways to influence their
outcomes.
* Working with the Directors for State Government Relations, provides
training in legislative and regulatory issues at state-level workshops for
McDonald's owner/operators. Also provides owner/operator and corporate
& US staff training in other venues, e.g., national legislative
workshops, regional managers meetings.
* Responds to requests for government relations advice, information, and
other assistance within areas of expertise
* Serves as active member of cross-functional teams
Political Involvement:
* Working with the Vice President for Government Relations, the Senior
Director for Government Relations, and the Directors for State Government
Relations, identifies appropriate candidates for McDonald's federal PAC
support.
* Organizes and participates in fundraising activities for key
candidates. Participates in other activities that can help ensure a
Congress receptive to System interests and increase System influence in
the federal policymaking process.
Skill Requirements:
* Undergraduate degree in Business Administration, Public Administration,
Political Science or a related area; Post graduate degree in Public
Administration or Business preferred
* 5 years experience in direct lobbying, Congressional or executive
branch experience
* Proficient with the industry, experience in coalition building
* Proficiency in spanish preferred
* An ability to quickly grasp and address the specific issues facing the
industry
* A thorough understanding of federal legislative and regulatory
processes and how they impact the system
* Experience with developing a government affairs strategy, including
short and long term goals and establishing methods of measuring the
plan's impact on and contribution to the organization
* Experience developing a political communications strategy and the
ability to persuasively communicate complex concepts and programs at the
highest levels of government and business
* A proven record of advancing important issues through the legislative
and regulatory process
* Recognized as an expert in government relations matters providing
advice and counsel to influence key decisions for the Corporation.
* The ability to work and be an integral part of an action oriented,
decision-making working environment.
* Leading and strategically planning grassroots and coalition building
events
* Strong written and verbal communication skills
* Proven success in building and maintaining relationships with the
diversity Caucuses and various diversity groups.
* Effective team building skills.
