The Director for Government Relations will develop and implement ZERO TO THREE's federal policy positions and strategy on a range of issues; represent ZERO TO THREE in meetings with federal policymakers and staff and coalition partners; cultivate new and existing relationships with federal policymakers and staff and coalition partners; conceptualize and develop or oversee the development of materials for federal policymakers; foster relationships with and provide technical assistance to federal policymakers and hill staff; supervise the Senior Federal Policy Analyst and Federal Policy Analyst; work to garner visibility for the federal infant and toddler policy agenda; and contribute to the overall work of the Policy Center.
Essential Duties and Responsibilities
- Work with the Policy Team and the organization's leadership to develop and implement ZERO TO THREE's federal policy agenda and various strategies for moving that agenda
- Represent ZERO TO THREE in meetings will federal policymakers and staff
- Cultivate new and existing relationships with federal policymakers and staff and with coalition partners
- Provide technical assistance to federal policymakers and staff
- Lead the infant and toddler child welfare coalition with support from the Associate Director
- Represent ZERO TO THREE at coalition meetings and with the Children's Leadership Council
- Conceptualize and develop legislative language, report language, and comments on legislation
- Supervise the Senior Federal Policy Analyst and Federal Policy Analyst
- Oversee the writing of policy briefs, Congressional testimony, and other materials; the Court Teams for Maltreated Infants and Toddlers federal project request process (duty that could be taken over by Senior Policy Analyst after 1st year); and the organization of hill briefings and other events
- Monitor relevant federal legislation, activities of federal agencies, and projects and initiatives of other national organizations
- Manage ZERO TO THREE's legislative consultant
- Garner visibility for ZERO TO THREE and infant and toddler policy issues through presentations at conferences and meetings
- Contribute to grant proposals and reports to funders
- Contribute to the overall work of the Policy Center
Skills and Experience
- Demonstrated knowledge of the federal legislative process and early childhood policy issues
- Demonstrated relationships with key members of Congress and Administration officials
- Minimum of 15 years relevant work experience
- Excellent oral and written communication skills
- Strong organizational skills and the ability to juggle competing and often urgent priorities
- Ability to travel, including occasional overnight stays
- Strong interpersonal skills
- Demonstrated management experience
Education
Law degree or master's degree in public policy, social work, early childhood or a related field.
