Through its various constituent businesses, EDP holds significant electricity and gas operations in Europe, Brazil, and the United States.

 

GENERAL DESCRIPTION

 

This individual will direct the federal, state and, as needed, local governmental affairs of the organization, as well as direct and ensure regulatory compliance at FERC, NERC and state public utility commissions.  Specific responsibilities will include developing and implementing plans to pursue proactive legislation, if any, and to defend against adverse legislative actions; communicate issues effectively to senior leadership and key external and internal stakeholders; enhance and develop relationships with key decision makers; ensure that regulatory requirements of FERC and NERC are understood and complied with, and support the company's efforts to enhance its reputation. 

 

This position is based in Houston, Texas.

 

MAIN ACCOUNTABILITIES

 

Develop, lead, manage and implement EDPR NA's regulatory compliance and other strategies at FERC, NERC, state public utility commissions

Develop, lead, manage and promote EDPR NA's development. operations, commercial and overall interests as they are affected by legislative or other governmental policy making entities and officials before federal, state and local authorities.

Ensure that regulatory requirements and trends are understood and reflected in commercial and operational business strategies of EDPR NA

Guide and develop professional and collegial relationships with government officials, regulatory agencies, and with other key stakeholders in the regulatory area

Guide and develop professional and collegial relationships internally within the company with members from the different areas

Coordinate with the Executive Committee and other senior management regarding the execution and develop of regulatory and governmental affairs strategies to enhance value and manage EDPR NA's risks

Manage the Government and Regulatory Affairs Budget

Chair the Regulatory Oversight Committee

Support the CEO as a Board Member of AWEA, and represent the company in the AWEA committees or coordinate the company's representation in such committees or subcommittees

Monitor state legislative and regulatory renewable energy policy developments and make recommendations for action

Provide training and guidance to EDPR NA staff on legislative and regulatory issues

Work with regional teams to build capacity for policy and regulatory work

Develop and maintain strong collaborative relationships with key allies, stakeholders, company staff and policy makers

Advise CEO and Executive Committee on state legislative and regulatory matters

Lead efforts to draft commission filings, and respond to state and federal compliance issues.

Supervise work of Regulatory and Government Affairs staff.

Manage work of external consultants.

Some key functions will include:

Establish an operating plan to promote a positive image of the company with the White House, Congress, and executive agencies, as well as State and Local  representatives and agencies in conjunction with corporate  communications 

Prepare a plan to execute the company's legislative agenda (Federal, State and Local), including proactive legislation, if any, in conjunction with the executive team and business units

Lead the development of the company's state and federal legislative agenda relating to climate change and develop an operating plan

Establish a plan to ensure compliance with FERC and NERC requirements

Lead the development of standard operating procedures to ensure compliance with NERC requirements

 

REQUIREMENTS

REQUIRED ACADEMIC SKILLS

A bachelor's degree is required, preferably in business, government or political science; agraduate degree is preferred but not required

REQUIRED PROFESSIONAL EXPERIENCE:

Proven corporate experience in implementing and managing proactive legislative and regulatory programs that require effective communication and coordination

Significant experience in public affairs, government affairs or a related field; as well as significant experience in regulatory compliance field

 

REQUIRED KNOWLEDGE:

Sufficient experience and stature to eventually assume broader roles in the company

Demonstrated experience and success in achieving policy outcomes in diverse legislative and regulatory environments

Excellent verbal and written communication skills, including first rate drafting and editing abilities, and advocacy skills

Network of contacts among industry, environmental (energy and wildlife) NGOs, regulatory agencies, policy makers, and other key stakeholders

Substantive knowledge of renewable energy issues

Demonstrated experience managing and developing staff

Ability to work independently and to craft solutions under significant time pressure

Negotiation and conflict management skills

Industry-recognized competence and experience

Good business acumen with the ability to contribute to business growth as the expert business partner in government and public affairs

Availability for travel and for contact during off hours
