Director, Global BioTherapeutics Policy

The Director of Global BioTherapeutics (BioTx) Policy, housed within the Science Policy department, will be responsible for developing enterprise-wide positions on critical BioTx issues and implementing policy strategies to defend Pfizer's BioTx products in key markets.  He/she must be able to track and analyze emerging biologics developments across relevant geographies.  The incumbent will be a global point of contact for business lines and must interface closely with BioTx R&D and all BU's developing BioTx products (SCBU, OBU, EPBU).  He/she will ensure coordination among policy, public affairs, legal, regulatory, commercial, and market access on BioTx Policy issues. 

The successful incumbent will serve as a reliable, trusted resource of accurate, current BioTx policy knowledge and will take a lead role in researching related issues, preparing written summaries and analyses, and developing presentations for the effective advocacy of key issues impacting Pfizer's our biotherapeutics portfolio.  The ability to develop a network within the Pfizer organization to facilitate decision making and overcome barriers to delivery is critical.  This role requires the proven ability to lead and execute change across broad functional lines and multiple geographies.  

Major Duties:

  • The Director of BioTherapeutics Policy will be responsible for the development and maintenance of enterprise-wide BioTx policy positions. Working directly with BioTx R&D and all BU's, the incumbent must take into account specific business interests and translate strategy into effective operational goals and tactical plans. He/she must also be responsible for maintaining Pfizer's policy position on an array of other critical BioTx issues. The incumbent must synthesize complex information; distill critical insights and disseminate positions to internal and external stakeholders.
  • Monitor, analyze and respond to international biologics legislative, regulatory, and commercial challenges that could impact Pfizer's global policy position. While ensuring alignment with broader WWP policies, the incumbent must conduct assessments and develop processes which will enable international policy strategies to modify and/or improve proposed legislation and regulations worldwide.
  • Development and dissemination of position papers, talking points, etc. must be prepared to support international adoption of BioTx legislation favorable to Pfizer's business. The incumbent must play an active role in shaping BioTx policy and legislation across all geographies. He/she must drive global advocacy by developing and deploying necessary tools to effectively advocate for favorable BioTx legislation in US and critical international markets. Assist with management of Pfizer workstreams related to U.S. regulatory implementation of biologics legislative provisions arising from passage of the PPACA.
  • Drive global policy and advocacy in order to defend Pfizer's innovator biologics from biosimilars. Assist in developing strategies for BU's (specialty, oncology, etc.) to mitigate the risk of competition with biosimilars in key emerging markets. Liaison to positively influence the adoption of proactive policy strategies in international priority markets (BRICTM). Produce impact analyses of biosimilars on BioTx franchise products. Provide policy input at regional franchise defense summits.
  • Serve as a key enterprise-wide resource on global biologics policy and public affairs developments, with particular attention paid to the rapidly evolving international landscape. Ensure Pfizer BioTx and BU colleagues are kept appraised of key legislative, regulatory, and policy developments impacting the Pfizer BioTx portfolio generally. Educate colleagues at Pfizer HQ and country affiliates on a wide variety of global BioTx policy issues critical to the company.
  • Play role in Pfizer's interactions with trade associations (BIO, PhRMA, EFPIA, etc.) on critical BioTx policy issues. Track the global BioTx policy environment by coordinating colleague interactions with overseas trade associations and embrace business perspectives globally while negotiating preferred outcomes.
  • Coordinate input from across the organization and prepare detailed briefing materials for senior leadership on critical BioTx policy and regulatory issues while understanding how internal and external influences impact WWP strategy plans.

Qualifications

  • Bachelor's degree required; advanced scientific or business degree is desirable
  • Minimum of eight years biopharmaceutical or biotherapeutics experience, focused on policy, regulatory, legal, or public affairs
  • Excellent communications (written, verbal and presentation skills)
  • Strong appreciation of multicultural perspectives and an interest in other cultures. Significant prior international travel in the developing world preferred
