ESSENTIAL FUNCTIONS
* Firm understanding of Y-USA Legislative Agenda, with particular emphasis on nonprofit issues
* Coordinate, support and monitor Y-USA Federal Government relations activities
* Cultivate new and mutually beneficial funding opportunities with federal government for Y-USA and local associations
* Position the YMCA as a leader on nonprofit, youth/ family and health and well-being issues
* Serve as an advocate for the Y-USA on the federal, state, regional and local levels of government-but primary responsibility is federal.
* Coordinate advocacy events such as National Advocacy Days, coalition building, lobbying, letter writing and grass roots organizing
* Track legislation and other federal public policy and administrative/regulatory actions of interest to local YMCA constituents and issue development
* Maintain regular interaction with members of congress and their staff
* Contribute to the development of external communications through development of presentations, speeches, and workshops
* Communicate effectively with Resource experts at Y-USA
* Execute communication of positions on proposed laws and regulations as set forth by Chief Government Relations Officer
* Maintain relationships with local YMCA CEOs and volunteers, understanding national vs. local needs
* Provides strategic guidance and coordination of the federal agenda with our staff of experienced lobbyists.
* Ensure that staff have the resources, information, and support to achieve strategic objectives/priorities
* Manage the performance of Intern program using performance goals appropriately
KNOWLEDGE, SKILLS AND ABILITIES
* A bachelor's degree is required. A law degree and/or a master's degree in government relations or related field is preferred
* A minimum of ten years experience in government relations/lobbying and/or management positions is required; federal level experience is important
* Must possess 5 or more years management experience
* Must possess the ability to cultivate political relationships and to lobby for the Y-USA interests
* Must possess the ability to delegate assignments and monitor work of Y-USA internal and external lobbyists
* Serve as liaison with Congress, federal government agencies and national organizations
* Proven experience in public speaking is required
* Knowledge of local, state and federal regulatory and judicial processes is required
* Knowledge and understanding of the policy and political decision-making process in the nation's capital and state governments is required
* Must possess a demonstrated ability to work well with staff at all levels
* Must possess a demonstrated ability to influence others to achieve objectives
* Proficiency with Microsoft Office Suite and internet research
* Excellent oral and written communication and presentation skills are required
* Must possess the ability to travel as needed
* Must possess the ability to manage, coach and mentor staff as needed
