POSITION: Communications Director - Career Executive

The newly created Department of Children and Families (DCF) has a vacancy for a Communications Director position in Madison. Join us as part of our new team working to manage and administer the communications needs of this vibrant new department.
Job Duties: This position directs the comprehensive communication program, marketing stategies and external and internal public relations activities within the Department of Children and Families (DCF) related to complex and technical information for children and family services. The position is responsible for providing strategic direction for the department on communications and public relations, as well as conducting research on innovative communication methods and outreach. This position is also responsible for the development and maintenance of the department's Internet and Intranet web content. Working directly with the Secretary of the Department, as well as the Departments leadership, is responsible for developing and conveying appropriate responses to media inquiries. The position serves as the communications liaison between the Secretary's Office, department employees, public, special interest groups, private concerns, and the Governor's Office.
Job Knowledge, Skills and Abilities: Knowledge of media relations inquiries as applicable to large government agencies, including communicating new program initiatives, major events and other issues of importance; marketing and promotions, website management, and editing printed and online publications; mechanisms and protocol for relating to the news media, including press, radio and television; developing timely written publications, reports, brochures, newsletters, e-mail notices, web pages, video presentations, etc. that communicate program and policy information to internal and/or external audiences; strategic planning techniques applicable to formulating and re-shaping communication systems and information sharing processes to effectively and proactively inform various audiences about Department programs; project management, consultation and facilitation methodologies and skills; editing and proofreading techniques and skills; speech-writing techniques and skills; methods of gathering information about program and policy changes, special events, social marketing, emergencies, etc., and determining what, to whom and how information should be communicated to general audiences within and outside the Department; ability to serve as key advisor to Secretary on press/public relations matters; ability to work with a diverse population; ability to lead in conflict resolution and train staff using effective oral, written and interpersonal communication skills.

1) Strategic planning to include developing, organizing and managing a comprehensive communication and public relations program for an organization. Please include the type, size, and mission of the organization, as well as your involvement in a crisis situation.
2) Media relations experience to include type, frequency of contact and your interactions with the media. Include the type of organization you worked for, the materials you developed, and the nature of the media contacts you were involved with including the sensitivity of the contact(s).
3) Supervising and leading the work of communication professionals. Include the number, type (such as professional, technical or clerical) and title of staff supervised or led and your role in the supervision /managing employees.
4) Research and written communications experience to include writing and editing news releases, articles, feature stories, policy statements, position papers, website content, speeches and editing correspondence for other public officials and writing speeches or statements for executives and/or professional level positions.
