The Associate Manager of Government Affairs is a full time position reporting directly to the Executive Director, Global Government Affairs in New York.
The Associate Manager will assist global management in formulating U.S. Government Affairs strategies and positions to (a) counter adverse legislative developments and (b) pro-actively propose / support helpful legislation, and create a network of resources to monitor and obtain information early in the process on proposed legislative activities.
The goals are to preserve Avon's ability to conduct its business in a manner consistent with its desired method of operations, and to provide guidance to Avon's North America Management and government affairs personnel to ensure:
• Protection and preservation of independent contractor status
• Legitimacy of multi-level marketing in all jurisdictions
• Open/flexible direct selling channel
• Product integrity
• Other
Position description:
• Identifying / tracking / monitoring proposed and current legislation
• Analyzing legislation to understand the potential impact Avon or the industry
• Preparing analytical reports / presentations regarding legislation
• Developing position papers and talking points for lobbying purposes
• Identifying trends that could negatively impact Avon over time,
• Developing white papers regarding issues / trends,
• Representing Avon at trade and other associations
• Persevering, collaborating, information sharing, and networking
• Developing data systems to be used by Government Affairs department
• Limited travel - 2 - 3% of time
• Assisting with budgeting / departmental finance issues, as needed
• Other assignments, as necessary
Qualifications
• Bachelor's degree required
• Advance degree in political science, communications or business discipline desired, but not necessary
• Minimum 2-3 years of governmental or political experience
• Minimum 3-5 years in a corporate environment
• Understanding of political and lobbying processes in at the state level / local level
• Strong analytical skills required
• Strong oral and written communication skills
• Strong organizational skills and focus
• Political and interpersonal savvy - diplomacy
• Proven negotiation skills
• Comfort in dealing with ambiguity
• Ability to understand the direct selling business / think strategically / formulate strategy - tactical plans / develop Government Affairs positions
• Capable of managing / motivating others without direct reporting lines
