POSITION SUMMARY:
This position will be responsible for the coordination of comments on pending
rules published in the Federal Register by federal government agencies whose
actions impact Cephalon. This will include, but may not be limited to,
commenting on requests for information, Notice of Proposed Rule Making (NPRM),
and Final Rules published by any of the agencies which make up the Department
of Health and Human Services (Centers for Medicare and Medicaid Services, Food
and Drug Administration, Centers for Disease Control, etc), the Department of
Justice (specifically the Drug Enforcement Administration), and others.
This position will supplement the contacts with the legislative and executive
branch by the Director and the Vice President, Government Affairs by creating
and maintaining a network of contacts at the policy making level within HHS,
CMS and FDA. Using the information gleaned from this network, the Associate
Director, Federal Policy and Reimbursement will help guide internal discussions
within the company to identify risks and opportunities for the commercial
marketing teams. Including providing assistance with product coding and
government reimbursement issues. As such, this position requires extensive
contact with the commercial, marketing, regulatory and legal departments inside
the company.
This position will craft talking points and presentations on key policy and
legislative issues facing the company.
ESSENTIAL AREAS OF RESPONSIBILITY:
Responsibility
Prepare regulatory comments to open federal and state dockets on policy issues
of importance to Cephalon. This includes, but is not limited to, requests for
information, Notice of Proposed Rulemaking, and interim or final rules.
Interface with various divisions inside Cephalon to determine the correct
constituencies for official public comments on policy issues.
Create network of contacts within the Department of Health and Human Services
and other agencies including but not limited to CMS, FDA, NIH, DEA and CBO.
Work with VP Government Affairs and Director to craft legislative/regulatory
strategy to influence federal or state governments on issues of policy
favorable to Cephalon. This includes managing the creation of talking points
and policy papers on important issues
Work with internal CEPH resources to help shape proactive business strategies
for both commercially marketed products and late-stage development products,
including providing product coding and government reimbursement support.
Track federal legislation and provide policy implication briefings
Assist with the management of CephPAC, Cephalon's political action committee
MINIMUM QUALIFICATIONS:
A minimum of 7 years experience with increasing job responsibilities.
BA/BS required, preferred postgraduate work (MBA, JD, MS)
Extensive existing contacts inside a DHHS agency
Prior responsibility in answering open federal or state dockets
Excellent written and verbal skills
A detail oriented and flexible team player
