Requirements:
1. Bachelors Degree in Business, Public Administration, Engineering, Communications or related field. Law degree preferred but not required.
2. Eight (8) or more years experience in professional level position in business, legislative affairs, or similar field which must have included analysis and evaluation of programs, policies and regulations and their impact on business operations.
3. Three to five years’ lobbying experience or work with regulatory or governmental officials preferred.
4. Extensive knowledge of regulatory/ governmental decision making processes specifically for the electric utility industry.
5. Knowledge of applicable laws, regulations and ordinances governing OUC.
6. Ability to successfully communicate with elected government officials and business leaders
7. Ability to manage multiple projects or relationships while effectively communicating status to OUC senior staff
8. Excellent written, oral communication skills and Computer Skills
9. Proven track record of leadership in civic or public committees.
10. Willingness and ability to attend after hours, local and offsite meetings
Position Hours:
8:00 a.m. – 5:00 p.m., Monday thru Friday
Salary:
Min – $71, 500 - Mid – $91,200 - Max – $110,900
Basic Job Duties:
1. Works with senior management and the General Manager/CEO advising them on regulatory affair issues, both current and anticipated which may impact OUC operations; takes appropriate actions as directed by GM/CEO.
2. Working with Business Units analyzes and prepares reports, correspondence and issue papers regarding regulatory and legislative initiates and their impact on OUC operations with appropriate recommendations; consults with field management in evaluating and identifying local, state, and federal regulation issues of interest to OUC. Drafts legislative reviews and recommendations. Prepare position and policy papers for Commission, CEO and Executive Team.
3. Designs, coordinates and implements an integrated plan for relationship building with other utilities and utility organizations such as LPPC, APPA, CPG, AWWA and FMEA working closely with other Business Units.
4. Acts as a clearinghouse for any governmental, regulatory or trade association correspondence or reports on legislative issues. Reviews, evaluates, monitors and interprets legislative sensitive documents and communicates findings as directed.
5. Develops positive and supportive relationships and networking relationships with governmental, regulatory and business leaders throughout US and Florida, particularly those with potential impact on current and potential OUC service areas and projects in development.
6. Seeks positions of leadership on public boards and committees where OUC interests and presence can potentially benefit.
7. Increases OUC exposure to Federal and state agencies that may impact business development for OUC. Develops legislative priorities and cost effective strategies to accomplish them.
8. Coordinates lobbying efforts regarding local, state and federal officials, either in a pro-active or defensive position, to influence legislation impacting the company and industry.
