LD-203 Contributions Report Overview

The LD-203 report, which details certain contributions by registrants and individual lobbyists, was released on Monday, June 30, 2008 by the Clerk of the U.S. House of Representatives and the Secretary of the U.S. Senate.

The LD-203 form is the report mandated by The Honest Leadership and Open Government Act of 2007.  In addition to disclosing contributions, the semi-annual LD-203 form requires a certification that the filer understands the gift and travel rules of both the U.S. House and U.S. Senate.  Other key details include:

Deadline:

  • The LD-203 form is due twice a year: July 30th covering contributions from January 1 through June 30 and January 30 covering contributions from July 1 through December 31.
  • This should not be confused with the quarterly LD-2 form which discloses expenditures and issues. The LD-2 is due April 20, July 20, October 20 and January 20.

Who Files an LD-203:

  • All lobbying registrants (i.e. lobbyist employers and those responsible for filing the LD-1 and LD-2 form).
  • All individual lobbyists who are listed on the LD-1 or LD-2 forms.
  • Each lobbyist and registrant files a separate report.

Getting Started:

1. Registrants will use the same ID and password that they use to file the LD-1 and LD-2 forms.
2. Registrants will then verify the list of individually listed lobbyist employees.
3. Each verified lobbyist employee will automatically receive an activation email.
4. The individual lobbyist can then set his or her own individual password and proceed to submitting their individual LD-203 form.

  • Certain FECA contributions
  • Honorary contributions
  • Presidential library contributions
  • Payments for event costs
