Position Description
SUMMARY:
Develop and implement state-based reimbursement political advocacy strategies for defined states that influence legislative and administrative decision making for issues and opportunities in State Payor programs. Shape state government affairs programs and initiatives that address coverage, reimbursement and patient access for all Spinal and Biologic products and therapies.
Position Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
For defined states, research, analyze, develop and implement state-based reimbursement advocacy strategies for state government issues and opportunities.
Maintain critical expertise in State Payor Programs, specifically Workers' Compensation policy issues and initiatives.
Publicly represent Spinal and Biologics with all levels of state government in identified states.
Partner with all Healthcare Economics and Policy functional areas to support the accuracy of coding, coverage and payment information provided to the customers (physicians, facilities, ASCs, etc.).
Build alliances with state stakeholders on access to care issues for patients.
Partner with internal functional areas as well as external resources to develop state government strategies for new product launches.
Develop sustainable strategic relationships with key customers and thought leaders.
Work collaboratively with other spinal and biologics functional areas (sales, marketing, clinical, etc.) to develop and execute advocacy strategies.
Actively monitor state policy and regulatory activities which could impact patient access for Spinal and Biologic products and therapies.
Influence state-based reimbursement policy and regulation via direct or contracted lobbying efforts.
Adherence to Medtronic Code of Conduct.
Compliance with all relevant state lobbying and political laws, rules and requirements.
Additional responsibilities as requested.
Basic Qualifications
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and EXPERIENCE REQUIREMENTS:
Bachelor's year degree in public health, health policy, health service research, business or related discipline and a minimum of ten (10) years of experience in the business/medical/hospital/insurance industry.
Work experience directly related to the payor or provider
Seven-ten years state-based government affairs, lobbying, political or public policy experience
Experience managing contract lobbyists
Preferred:
Masters or advanced degree in business, health care administration, public health or public policy
Strategic reimbursement policy or reimbursement planning experience in device or pharmaceutical industry
OTHER SKILLS and ABILITIES:
Demonstrated policy development and ability to work effectively with public officials, physicians, senior healthcare executives and public advocacy groups to influence legislative and administrative decision making
Ability to work effectively in a highly matrixed organization
Demonstrated ability to develop and implement strategic relationships and communicate concepts with key influencers.
Demonstrated use of financial metrics and economic modeling
Excellent communication skills - written, verbal, and interpersonal
