JOB DESCRIPTION
Responsible for Latin America Public Affairs strategy leading and coordinating 3 areas of activities: Government Affairs and Public Policy (GAPP), Health Economics and Reimbursement (HER) and Marketing Communications (MARCOMM). Responsible for overseeing all internal and/or external communications along with governments' relationships and public policies issues for the company and/or business in support of overall business strategy. Exerts strong influence in the development of the overall strategy as it relates to the objectives of the function. Critical to this role is the ability to conceptualize, develop and articulate complex messages and implement strategic communication and governments' relationship plans to address critical business issues.This position has dotted reporting line responsibility to VP GAPP Global and the VP Communications Global.
GAPP & HER· Leads and directs the development of government affairs and public policy strategies to enhance access and use of specialty pharmaceutical products, medical therapies and medical devices to achieve Baxter's business goals. · In a rapidly changing public policy environment, this role masters and is primarily responsible for positively shaping the public policy environment to maintain or enhance patient access to specialty pharmaceutical products, medical therapies and medical devices as well as corporate and international issues by seeking opportunities and meeting unmet public policy and advocacy needs. · Responsible for researching, analyzing, investigating, reporting and designing public policy SWOT for LA and its business units. · Serves as an integrated strategic partner and resource for business units to develop and implement comprehensive government affairs programs based on assessment of business needs and objectives.· Ensures that policy/legislation does not unfairly limit or hinder access to Baxter products and promotes a positive governmental environment to create access to Baxter products, support and promote Baxter products and position Baxter as a credible partner.· Identify together with the business units the need to generate compelling health economics data and evidence to support increased access and favored reimbursement to Baxter therapies.MARCOMM· Strategic Communication Plan Development- Participate in the development and assessment of the business strategy to identify communication opportunities and needs. Develop communication plans and strategies for more complex business issues. Partner with key functional and business experts and influence them to act proactively in managing issues. Assess changing circumstances in order provide appropriate communication support and counsel and drive organization change as appropriate. Build credibility for the communication function with key business partners and ensure alignment with key constituencies. Manage budget in the context of the overall communications budget available. · Messaging and Branding - Align and integrate message platforms company-wide, making appropriate linkages and ensuring messages are supportive across product lines/businesses where there are connections. Ensure consistency, credibility and sustainability of the messages. Proactively and strategically position key message that have long-term impact for the organization. Opportunistically apply data to reinforce messages.· Writing/Editing - Write consistently in an influential, moving and memorable style. Connect communication messages across vehicles to influence broader opportunities and ensure consistency and reinforcement of critical messages - "sees the big picture". Edit for style, consistency and fluidity across the organization. Write clearly and effectively under pressure.· Media Relations - Develop position statements on a wide range of critical business issues. Assist senior management on external communications. Identify and pursue proactive opportunities to enhance Baxter's image in the media at the senior executive level and across the company. Develop strategies and ensure external media issues and opportunities are surfaced for the organization and leveraged for Baxter. · Advocacy Development - Build strong advocate networks. Influence other parts of the organization to leverage advocate relationships. Continuously scan the environment to identify new, opportunistic relationships. Independently manage key advocate relationships.
JOB REQUIREMENTS
1. General business knowledge and in-depth knowledge in one or more of the following is needed to assess the overall value of an enterprise: finance, sales and marketing, operations, or technology.
2. Expertise level on GAPP, HER and MARCOMM· Knows when to bring in subject matter experts.
3. Excellent quantitative and qualitative assessment skills, critical thinking skills, and ability to constructively challenge various aspects of the deal.
4. Requires a strategic orientation and ability to translate broad strategic decisions into firm, detailed financial implications.
5. Solid business acumen and knowledge of external healthcare business environment.
6. Strong leadership skills. Ability to facilitate/manage cross-functional teams.
7. Ability to work in a highly matrixed organization and with strong networks.
8. Good oral and written communication and presentation skills in English and Spanish.
9. Must be able to travel about 50% of the time to both domestic and international locations.
Bachelor's degree in finance, marketing, business or science/technology required and a Master's in finance, marketing or strategy preferred. Requires ten or more solid years of business experience and five of more years experience in the area of public, government relations and marketing communications
